City of Heyburn Council Meeting Minutes
March 9, 2011
7:00 P.M.
Council Present:
Cleo Gallegos, Rocky Baker, Leann Smith, and Joanne Justesen.
Employees Present:
Steven Tuft, Dan Bristol, Scott Spevak, and Deborah Hopkins.
Visitors Present:
Mike Brown, Roy Belnap, Bill and Norma Morrison, Ralph Martini, Alan Fluckiger, Heather Birkhimer, Eric Johnson, Dustin McCurdy, George and Rose Warrell, Laurie Welch, and Brittany Bowden.
Meeting conducted by Mayor George A. Anderson. Mayor Anderson welcomed everyone to the meeting and led those present in the Pledge of Allegiance.
Approve Minutes of the Council Meeting held on February 23, 2011
Motion by Rocky Baker to approve the minutes of the February 23, 2011 council meeting as presented. Second by Joanne Justesen. Vote: Cleo Gallegos - Aye; Rocky Baker - Aye; Joanne Justesen - Aye; Leann Smith - Aye.
Discuss/Approve Paying the Bills
Motion by Cleo Gallegos to approve paying the bills as presented. Second by Rocky Baker. Vote: Cleo Gallegos - Aye; Rocky Baker - Aye; Joanne Justesen - Aye; Leann Smith - Aye.
Discuss/Approve Loan to Heyburn Urban Renewal Agency to Pay Bills
Motion by Leann Smith to approve a loan to the Heyburn Urban Renewal Agency to pay the bills as submitted in the amount of $1,356.00. Second by Rocky Baker. Vote: Cleo Gallegos - Aye; Rocky Baker - Aye; Joanne Justesen - Aye; Leann Smith - Aye.
Request to Waive Park Fees - Vikingman Triathlon - Alan Fluckiger
Alan Fluckiger, representing the Vikingman Triathlon thanked the City of Heyburn for their support the last four years. He requested the Heyburn City Council waive the fees to use the Heyburn Riverside Park for the Vikingman Triathlon to be held September 9-10, 2011, and to donate two RV spaces at the Riverside RV Park. One RV spot would be for the Race Director and would be needed Tuesday through Sunday. The second RV spot would be needed Friday and Saturday. He informed the mayor and council that the proper insurance forms would be submitted. He requested additional trash dumpsters be provided, along with notification to the Park Manager for use of the shower facilities.
Motion by Cleo Gallegos to waive the fees for use of the Riverside Park for the Vikingman Triathlon and also to donate two RV spaces. Second by Joanne Justesen. Vote: Cleo Gallegos - Aye; Rocky Baker - Aye; Joanne Justesen - Aye; Leann Smith - Aye.
Discuss/Approve Donation of 5 RV Spots for the Idaho Regatta - Dustin McCurdy
Dustin McCurdy from the Idaho Regatta Committee explained to those present the addition of the 25’ long hydroplane boats at upcoming races. He stated these boats would reach speeds up to 160 mph. The Committee is hoping that by adding this new class of racers it will encourage more attendance. The Committee currently has a commitment from five racers to attend. He requested the City of Heyburn donate five RV spaces for June 24, 25, and 26, 2011.
Mayor Anderson asked that the racers be considerate to others staying in the RV park. Mr. McCurdy informed those present that the boats would be parked on the other side of the river and not in the RV park.
Motion by Leann Smith to approve the donation of 5 RV Spots for the Idaho Regatta provided there is space available. Second by Rocky Baker. Vote: Cleo Gallegos - Aye; Rocky Baker - Aye; Joanne Justesen - Aye; Leann Smith - Aye.
Discuss/Approve Sponsorship of Mini-Cassia Citizens Against Drugs - Drug Endangered Children Awareness Seminar
Undersheriff George Warrell, III from Cassia County presented information to those present regarding the upcoming seminar presented by the Mini-Cassia Citizens Against Drugs to be held on March 31, 2011. The featured speaker will be Dr. Kiti Freier Randall. The committee is requesting a sponsorship from the City of Heyburn in the amount of $200. Undersheriff Warrell explained that this seminar would concentrate on the effects on children and the families. He further stated that the issue of pep spice and bath salts (synthetic cocaine) would also be addressed. As part of awareness, the Mini-Cassia Citizens Against Drugs are also holding a coloring contest for both counties.
Motion by Leann Smith to approve a sponsorship to the Mini-Cassia Citizens Against Drugs - Drug Endangered Children Awareness Seminar in the amount of $200 with funding to come from Drug Task Force funds. Discuss/Approve Ordinance No. 531 - Rezoning the East 1/2 of Southwest 1/4 of Section 9 Township 10 South, Range 23 E.B.M. as “CG” (Commercial General) and Amending the Official Zoning Map of the City and Providing for Effective Date - Consider adopting on first reading or three readings

Discuss/Approve City of Heyburn Personnel Handbook
Mayor Anderson stated that the employees have not had a chance to meet with him to discuss concerns and to address changes to the Heyburn Personnel Handbook. He stated this item will be on the council meeting agenda for March 23, 2011.
