 City of Heyburn Council Meeting Minutes

November 23, 2011

7:00 P.M.

Council Present:

Cleo Gallegos, Leann Smith, Rocky Baker and Joanne Justesen. 

Employees Present:

Greg Richins, Dan Bristol, Steven Tuft and Deborah Hopkins.  

Visitors Present: 

Bill and Norma Morrison, Brittany Bowden, and Mike Brown.

Meeting conducted by Mayor George A. Anderson.  Mayor Anderson led those present in the Pledge of Allegiance.   Mayor Anderson amended the agenda to include Item 6 - Executive Session for Matters of Litigation as per Idaho Code 67-1234. 

Approve Minutes of the November 9, 2011 Special Council Meeting

Motion by Joanne Justesen to approve the minutes of the November 9, 2011 special council meeting as presented.  Second by Rocky Baker.  Vote:  Cleo Gallegos - Aye; Joanne Justesen - Aye; Leann Smith - Aye; Rocky Baker - Aye.

Discuss/Approve Paying the Bills

Motion by Rocky Baker to approve paying the bills as presented.  Second by Leann Smith.  Vote:  Cleo Gallegos - Aye; Leann Smith - Aye; Joanne Justesen - Aye; Rocky Baker - Aye.

Utility Billing Due Date

Council members and staff discussed this item.  No action was taken.

Accept the Minidoka County Commissioner’s Canvass of Votes

Motion by Leann Smith to accept the Minidoka County Commissioner’s Canvass of votes as follows:

The City of Heyburn has received an Order for Recount of Ballets from the Office of the Attorney General Lawrence G. Wasden.  The recount is scheduled for Monday, November 28, 2011.  A copy of the recount of ballots is attached to these minutes. 

Discuss/Approve/Decline of State of Idaho Rural Community Block Grant

Motion by Joanne Justesen to decline the State of Idaho Rural Community Block Grant.  Second by Rocky Baker.  Vote:  Cleo Gallegos - Aye; Leann Smith - Aye; Joanne Justesen - Aye; Rocky Baker - Aye.

Executive Session for Matters of Litigation as per Idaho Code 67-1234

Motion by Cleo Gallegos to go into executive session for matters of litigation as per Idaho Code 67-1234.  Second by Leann Smith.  Roll Call Vote:  Cleo Gallegos - Aye; Leann Smith - Aye; Joanne Justesen - Aye; Rocky Baker - Aye.

Meeting conducted by Mayor Anderson. The topic was a matter of litigation.  This matter was discussed with the mayor, council members and staff.  Executive session began at 7:30 PM and concluded at 8:00 PM.  No decisions were made.
