City of Heyburn Council Meeting Minutes
February 23, 2011
7:00 P.M.
Council Present:
Cleo Gallegos, Rocky Baker, Leann Smith, and Joanne Justesen.
Employees Present:
Steven Tuft, Dan Bristol, and Deborah Hopkins. Scott Spevak - excused.
Visitors Present:
Rose Schmitt, Robyn Anderson, Mike Brown, Roy Belnap, Lance Anderson, Ryan Moyle, Mike Devers, Bill and Norma Morrison, Ralph Williams, Paul Aston, and Brittany Bowden.
Meeting conducted by Mayor George A. Anderson. Mayor Anderson welcomed everyone to the meeting and led those present in the Pledge of Allegiance.
Approve Minutes of the Council Meeting and Public Hearing held on February 9, 2011

Discuss/Approve Paying the Bills
Motion by Leann Smith to approve paying the bills as presented. Second by Cleo Gallegos. Vote: Cleo Gallegos - Aye; Rocky Baker - Aye; Joanne Justesen - Aye; Leann Smith - Aye.
Discuss/Approve Loan to Heyburn Urban Renewal Agency to Pay Bills
Motion by Leann Smith to approve a loan to the Heyburn Urban Renewal Agency to pay the bills as submitted. Second by Rocky Baker. Vote: Cleo Gallegos - Aye; Rocky Baker - Aye; Joanne Justesen - Aye; Leann Smith - Aye.
Discuss/Approve Alfresco Parkway PUD Development - Continuation of Reconsideration of Rezone Condition
Motion by Rocky Baker to instruct City Attorney Steven Tuft to revise the draft of Ordinance No. 531 to remove the Alfresco Parkway PUD Development rezone condition and have it prepared for the next city council meeting. Second by Leann Smith. Vote: Cleo Gallegos - Aye; Rocky Baker - Aye; Joanne Justesen - Aye; Leann Smith - Aye.
Discuss/Approve Hiring of Paul Aston for City Impact Zone Mapping Project
Motion by Joanne Justesen to approve hiring Paul Aston for the City Impact Zone Mapping Project. Second by Rocky Baker. Vote: Cleo Gallegos - Aye; Rocky Baker - Aye; Joanne Justesen - Aye; Leann Smith - Aye.
Update on the Safe Passage to Schools Walking Path - Roy Belnap
Roy Belnap presented a brief update on the Safe Passage to Schools Walking Path stating that the committee had met and had identified and prioritized three possible pathways: Heyburn Elementary School south along Villa Drive linking in with the trail at South Boundary Street and returns along 7th Street; H Street to the school linking to the first trail; and Gossner’s along O Street linking to 21st Street.
Discuss/Approve Resolution No. 2011-3 Approving the Eligibility Report for the Northwest Heyburn Industrial Area, acknowledging the required consent from the property owner and authorizing the urban renewal agency to commence the planning process.
City Attorney Steven Tuft read Resolution No. 2011-3 by title only.
Motion by Rocky Baker to approve Resolution No. 2011-3 Approving the Eligibility Report for the Northwest Heyburn Industrial Area, acknowledging the required consent from the property owner and authorizing the urban renewal agency to commence the planning process.
