City of Heyburn Council Meeting Minutes

Visitors Present:
Brittany Bowden, Dee Ray Bailey, Ralph Williams, Mike Devers, Lynn Hunsaker, and Norma Morrison.
Meeting conducted by Mayor George A. Anderson. Mayor Anderson led those present in the Pledge of Allegiance.
Approve Minutes of the September 14, 2011 Council Meeting
Motion by Cleo Gallegos to approve the minutes of the September 14, 2011 council meeting as presented. Second by Joanne Justesen. Vote: Cleo Gallegos - Aye; Joanne Justesen - Aye; Rocky Baker - Aye; Leann Smith - Aye.
Discuss/Approve Paying the Bills
Motion by Leann Smith to approve paying the bills as presented. Second by Rocky Baker. Vote: Cleo Gallegos - Aye; Leann Smith - Aye; Rocky Baker - Aye; Joanne Justesen - Aye.
Discuss/Approve Domestic Violence Awareness Month Proclamation - Lynn Hunsaker
Lynn Hunsaker from the Women and Children’s Domestic Violence Shelter Board reviewed the request to proclaim October as Domestic Violence Awareness Month. Councilman Rocky Baker commended those that volunteer for the Women and Children’s Domestic Violence Shelter and the service they provide to the community
Motion by Rocky Baker to authorize the mayoral signature on the proclamation to declare October as Domestic Violence Awareness Month. Second by Joanne Justesen. Vote: Cleo Gallegos - Aye; Leann Smith - Aye; Rocky Baker - Aye; Joanne Justesen - Aye.
Discuss/Approve Above Rate Power High Water Mark Power Supply for the Second Purchasing Period Beginning October 1, 2014 through September 30, 2019 - Ralph Williams
Ralph Williams presented information to the mayor and council members regarding the importance of the Above Rate Power High Water Mark Power Supply for the Second Purchasing Period Beginning October 1, 2014 through September 30, 2019.
He recommended the city sign the notice letter to BPA, which keeps the maximum amount of flexibility and is also the most prudent for the city’s future power supply.
Motion by Rocky Baker to authorize the mayoral signature on the Regional Dialogue Power Sales Agreement, Contract No. 09PB-13053. Second by Leann Smith. Vote: Cleo Gallegos - Aye; Leann Smith - Aye; Rocky Baker - Aye; Joanne Justesen - Aye.
Update on Request to Hook Up to Water from Walter Lovingfoss - Greg Richins
City Superintendent Greg Richins updated those present on the request to hook up to water from Walter Lovingfoss. Mr. Richins stated that he had contacted Walter Lovingfoss and told him that he was not going to be able to hook up to city water until he was annexed into the city. He referred Mr. Lovingfoss to Paul Aston for the proper procedure to be annexed.
Superintendent Richins also asked the council members for a paint color recommendation for the Heyburn Police Department. Council members agreed with the recommendation of the painter.
He also mentioned the possibility of taking debit and credit cards for utility payments. This led to a short discussion regarding the payment due date of utilities. This item was requested to be on the next city council agenda.

Motion by Rocky Baker to go into Executive Session for Matters of Personnel as per Idaho Code 67-2345. Second by Cleo Gallegos. Roll Call Vote: Cleo Gallegos - Aye; Leann Smith - Aye; Rocky Baker - Aye; Joanne Justesen - Aye.

Meeting conducted by Mayor Anderson. The topic was a matter of personnel. This matter was discussed with the mayor, council members and staff. Executive Session began at 7:30 PM and concluded at 7:50 PM. No decisions were made.
The council meeting ended at 7:50 PM.
