City of Heyburn Special Council Meeting Minutes
October 12, 2011
6:00 P.M.
Council Present:
Cleo Gallegos, Leann Smith and Joanne Justesen. Rocky Baker arrived at approximately 6:55 pm.
Employees Present:
Greg Richins, Dan Bristol, Steven Tuft and Deborah Hopkins.
Visitors Present:
Harlan Mann, Ryan Armbruster, Brittany Bowden, Dee Ray Bailey, Bill and Norma Morrison, Ralph Williams, Laurie Welch, and David Price.
Mayor Anderson led those present in the Pledge of Allegiance.
Meeting conducted by Mayor George A. Anderson. Mayor Anderson requested a motion to amend the agenda to include Review/Discuss Recommendations for Appraisers/Negotiators for the 21st Street Project. The reason stated with this item requires a response from the City in two weeks. Having it on the agenda at this time will allow sufficient time to review those qualified individuals.
Motion by Leann Smith to amend the agenda to include Review/Discuss Recommendations for Appraisers/Negotiators for the 21st Street Project. Second by Joanne Justesen. Vote: Cleo Gallegos - Aye; Leann Smith - Aye; Joanne Justesen - Aye.
Discuss/Review Heyburn Urban Renewal Plan
Ryan Armbruster reviewed the Heyburn Urban Renewal Plan for the Northwest Heyburn Industrial Urban Renewal Agency with the mayor and council. He answered questions from the mayor and council members. He stated the plan will be before the Heyburn City Council on October 26, 2011. At which time, a public hearing will be held to answer questions from the other taxing districts in Minidoka County as well as the general public.
Approve Minutes of the September 28, 2011 Council Meeting
Motion by Cleo Gallegos to approve the minutes of the September 28, 2011 council meeting as presented. Second by Joanne Justesen. Vote: Cleo Gallegos - Aye; Joanne Justesen - Aye; Leann Smith - Aye.
Discuss/Approve Paying the Bills
Motion by Joanne Justesen to approve paying the bills as presented. Second by Leann Smith. Vote: Cleo Gallegos - Abstain; Leann Smith - Aye; Joanne Justesen - Aye.
Discuss/Approve Resolution to Alter Utility Bill Due Date
Mayor Anderson and council members discussed this item with staff and the residents present in the audience. After this discussion, it was decided to leave the billing due date as it currently stands.
Review/Discuss Recommendations for Appraisers/Negotiators for the 21st Street Project
A list of suggested appraisers and negotiators for the 21st Street Project was reviewed by the mayor and council. It was suggested that City Superintendent Greg Richins review the suggested names and make a recommendation at the next city council meeting.
The council meeting ended at 7:35 PM.
