City of Heyburn Council Meeting Minutes
January 26, 2011
7:00 P.M.
Council Present:
Cleo Gallegos, Rocky Baker, Leann Smith, and Joanne Justesen.
Employees Present:
Steven Tuft, Scott Spevak, Dan Bristol, Ralph Martini, and Deborah Hopkins.
Visitors Present:
Shawn Dockstader, Vernon Stephens, Shirley Carter, Lisa Dayley, Mildred Bolte, Mike Brown, Heather Birkhimer and Rose Schmidt.
Meeting conducted by Council President Leann Smith. Council President Smith welcomed everyone to the meeting. The meeting was started by the Presentation of the Colors by Boy Scout Troop 48 led by Randy Okelberry. Boy Scout Troop 48 led those present in the Pledge of Allegiance.
Approve Minutes of the Council Meeting held on January 12, 2011
Motion by Cleo Gallegos to approve the minutes of the January 12, 2010 council meeting. Second by Joanne Justesen. Vote: Cleo Gallegos - Aye; Rocky Baker - Aye; Joanne Justesen - Aye; Leann Smith - Aye.
Discuss/Approve Paying the Bills
Motion by Rocky Baker to approve paying the bills as presented. Second by Joanne Justesen. Vote: Cleo Gallegos - Aye; Rocky Baker - Aye; Joanne Justesen - Aye; Leann Smith - Aye.
Introduction of Minidoka County Building Inspector - Tony Morley
Council President Smith noted that Mr. Morley was not at the meeting and perhaps he had been delayed by attending another council meeting.
Discuss/Approve Residential Sewer Problem - Shirley Carter
City of Heyburn resident Shirley Carter discussed with the council members the problem she is having with her sewer line. She asked for help from the council to resolve this ongoing problem. Shawn Dockstader and Mildred Bolte also commented on the issues with the sewer line.
Public Works Director Ralph Martini drew a diagram and illustrated the current sewer line and lift station locations. He also answered questions from the council and Heyburn residents. President Smith recommended that all parties involved meet with City Superintendent Scott Spevak and Public Works Director Ralph Martini to review possible solutions to the problem.
Discuss/Approve Resolution 2011-3 - Requiring Periodic Reports by the Mayor to the City Council
Councilwoman Cleo Gallegos noted the wording she used in her motion to create Resolution 2011-3 was from a letter from City Attorney Steven Tuft dated November 30, 2010.
Councilman Rocky Baker stated that he felt this resolution would be creating a bigger wedge between the legislative and the executive branches of city government.
Motion by Cleo Gallegos to approve Resolution 2011-3 Requiring Periodic Reports by the Mayor to the City Council as prepared. Councilwoman Joanne Justesen stated she would like the opportunity to meet with Mayor Anderson and discuss this resolution with him before it was passed. Hearing no second to the motion, Councilwoman Gallegos withdrew her motion. As presiding officer of the meeting, Councilwoman Smith declared this item tabled until the next council meeting.
Discuss/Approve Quotes on Sewer Line - Scott Spevak
Public Works Director Ralph Martini drew a diagram to show those present the problems with the sewer line and the F Street Lift Station. Two quotes for installing sewer line and removing the F Street Lift Station have been received by Walton’s Inc. in the amount of $4,600 and one from Hoffco in the amount of $9,781. The amounts represented from the two companies exclude surface repair.
City Superintendent Scott Spevak recommended to accept the quote from Walton’s Inc. He stated that work on this project should begin within the next month.
Motion by Joanne Justesen to accept the quote from Walton’s Inc. in the amount of $4,600 for the sewer line upgrade and work on the F Street Lift Station. Second by Cleo Gallegos. Vote: Cleo Gallegos - Aye; Rocky Baker - Aye; Joanne Justesen - Aye; Leann Smith - Aye.
Discuss Walking Path - Leann Smith
Council President Smith reported that she had talked with Mayor Anderson and he had asked her to move forward with the formation of a committee to work on the Safe Routes to School walking path. She stated she had talked to Dr. Scott Rogers from the Minidoka County School District and he informed her of the willingness of the district to be a part of this committee. She also stated she had contacted Brett Engels and he stated he would be willing to help write the grant. Council President Smith recommended the following individuals be named to the committee: Dr. Scott Rogers, Brian Duncan, Cheri Brown, Earl Andrew, and Roy Belnap. Hearing no objection from the remaining council members, President Smith directed City Clerk Deborah Hopkins to forward these names to Mayor Anderson as the membership of the walking path committee.
Boy Scout Troop 48 retired the colors.
The council meeting ended at 7:48 PM.
