City of Heyburn Council Meeting Minutes
October 28, 2015
7:00 P.M.

 

 

Council Present:

Rocky Baker, Dick Galbraith, Dusty Galliher and Cleo Gallegos.

 

Employees Present:

Greg Richins, Steven Tuft, Dan Bristol and Ashlee Langley.

           

Visitors Present:

 Larraine Kluzik, Ronald Kluzik, Linda Rosa, Mark Rosa, Darrell Thomas, Anita Thomas, Alan Giesbrecht, Rose Schmitt, Heather Petersen, Jo Elg, Joanne Justesen, Eric Quitugua, and Gary Haderlie.

 

Meeting conducted by Mayor George Anderson who welcomed everyone to the meeting and then led those present in the Pledge of Allegiance.

 

Mayor Anderson asked for a motion to amend the agenda to include Discuss/Approve 21st Street Change Order No. 4 as Item #2B and Executive Session as per Idaho Code 74-206 (f) Matters of Litigation as Item #10, the reason is that these are time sensitive matters that need action taken before the next council meeting.

Discuss/Approve Minutes of the October 14, 2015 Council Meeting

Motion by Rocky Baker to approve the minutes of the October 14, 2015 Council Meeting as presented. Second by Dusty Galliher.  Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye. 

 

Discuss/Approve Paying the Bills

Motion by Dick Galbraith to approve the bills as presented. Second by Rocky Baker.  Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye. 

 

Discuss/Approve 21st Street Change Order No. 4

Motion by Cleo Gallegos to approve the 21st Street Change Order No. 4 as presented and authorize payment in the amount of $375.90.  Second by Rocky Baker.  Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.

 

 

 

Discuss/Approve/Disapprove Wage Increase for Planning & Zoning Administrator Paul Aston and for Heyburn Electric Consultant Ralph Williams.

Motion by Rocky Baker to approve the wage increase of $100.00 a month to Heyburn Planning & Zoning Administrator Paul Aston and $50.00 a month to Heyburn Electric Consultant Ralph Williams.  Second by Dusty Galliher.  Vote: Rocky Baker – Aye; Cleo Gallegos – Nay; Dick Galbraith – Aye; Dusty Galliher - Aye.

 

Discuss/Approve Additional Task to Water Facility Study from J-U-B Engineers, Inc. – Alan Giesbrecht & Gary Haderlie

Motion by Dusty Galliher to approve the additional task to the Water Facility Study from J-U-B Engineers, Inc.  Second by Cleo Gallegos.  Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.

 

Update on Water Facilities Study from J-U-B Engineers, Inc. – Alan Giesbrecht & Gary Haderlie

Alan Giesbrecht & Gary Haderliefrom J-U-B Engineers, Inc. presented an update on the Water Facilities Study to those present.

 

Discuss/Approve Revised Jims Lift Station Design Agreement from Civil Science

Motion by Rocky Baker to approve the revised Jims Lift Station Design Agreement from Civil Science and authorize the Mayors signature as well as payment in the amount of $24,800.00. Second by Dick Galbraith.  Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.

 

Discuss/Approve Purchase of Snow Plow – Greg Richins

Motion by Dick Galbraith to approve the purchase of a snow plow from First Street Welding Inc. in the amount of $7,562.22.  Second by Dusty Galliher. Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.

 

Review of Monthly Department Head Reports

The Monthly Department Head Reports were reviewed by those present.

 

Executive Session as per Idaho Code 74-206 (f) Matters of Litigation

Motion by Dusty Galliher to go into Executive Session for (f) Matters of Litigation as per Idaho Code 74-206. Second by Rocky Baker.  Roll Call Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.

The Executive Session was conducted by Mayor George A. Anderson. The topic was(f) Matters of Litigation which was discussed with those present. No decisions were made.  The Executive Session began 8:13 PM and concluded at 8:30 PM.
