July 22, 2015 Special & Regular Council Meeting Minutes

Council Present:

Rocky Baker, Dick Galbraith, Dusty Galliher and Cleo Gallegos.

Employees Present:

Greg Richins, Dan Bristol and Ashlee Langley. Deborah F. Hopkins – excused.

Visitors Present:

Meeting conducted by Council President Rocky Baker who welcomed everyone to the meeting.  

Budget Work Session

Those present worked on the 2015-16 budget.

The meeting ended at 6:48 PM.

Meeting conducted by Council President Rocky Baker who welcomed everyone to the meeting and then led those present in the Pledge of Allegiance.  

Rocky Baker asked for a motion to amend the agenda to include: Connor’s Café as an addition to Item #3, the reason is that this is a time sensitive matter that needs action taken before the next council meeting.

Discuss/Approve Minutes of the July 08, 2015 Special & Regular Council Meeting

Motion by Dick Galbraith to approve the minutes of the July 08, 2015 Special & Regular council meeting as presented. Second by Dusty Galliher. Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.

Discuss/Approve Paying the Bills

Motion by Dusty Galliher to approve the bills as presented. Second by Dick Galbraith. Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.

Discuss/Approve FY 2015-16 Beer & Wine Licenses:

TAG, Inc.

Hub Plaza

Love’s Travel Stops & Country Stores, Inc.

Joe’s River Bar

Conner’s Café Inc.

Motion by Dusty Galliher to approve the 2015-16 Beer & Wine License for TAG, Inc., Hub Plaza, Love’s Travel Stops & Country Stores, Inc., Joe’s River Bar and Conner’s Café Inc. subject to the licensees presenting copies of their state and county licenses to the Deputy City Clerk.  Second by Cleo Gallegos.  Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.

Public Hearing on Final Plat for the Proposed Bruce & Vida Subdivision – Paul Aston

Paul Aston presented information on the Final Plat Approval for the Bruce & Vida Subdivision. He stated the Planning and Zoning Commission recommended approve of the Final Plat.

Rocky Baker opened the public hearing.

Those speaking in favor of the Bruce & Vida Subdivision were: None.

Those speaking against the Bruce & Vida Subdivision were: None.

Those speaking neither against nor in favor of the Bruce & Vida Subdivision were: Regina Bolton, Rose Schmitt and Joanne Justesen.

Hearing no further comments, Council President Rocky Baker closed the public hearing.

Discuss/Approve Subdivision Plat for the Proposed Bruce & Vida Subdivision

Motion by Cleo Gallegos to approve the final plat for the proposed Bruce & Vida Subdivision.  Second by Dick Galbraith.  Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.

GIS Update – Tom Toronto

Tabled until the August 12, 2015 council meeting.

The Monthly Department Head Reports were reviewed by those present.

The Executive Session was conducted by Council President Rocky Baker. The topics were matters of personnel and matters of litigation were discussed with those present. No decisions were made. The Executive Session began at 7:46 PM and concluded at 8:22 PM.

The council meeting did not return to open session and adjourned at 8:22 PM.
