Meeting conducted by Mayor George Anderson who welcomed everyone to the meeting and then led those present in the Pledge of Allegiance.
Discuss/Approve Minutes of the July 22, 2015 Special & Regular Council Meeting & Public Hearing

Budget Work Session
Those present worked on the 2015-16 budget.
City Electric Consultant Ralph Williams briefed the council on the new electric rates from Bonneville Power that will go into effect October 1, 2015. Because of these increases, he stated under the direction of City Superintendent Greg Richins, the City of Heyburn has asked Bob Brooks to provide the city with an electric cost of service proposal.
Greg Richins spoke on the changes made to the Water and Waste Water funds for capital improvements.
Discuss/Approve the 2015-16 FY Tentative Budget
Council member Cleo Gallegos asked to go on record opposing the wage scale. Motion by Rocky Baker to approve the Tentative 2015-16 FY Budget in the amount of $8,235,553. Second by Dick Galbraith. Roll Call Vote: Rocky Baker – Aye; Dusty Galliher – Aye; Dick Galbraith – Aye; and Cleo Gallegos –Nay.
Discuss/Ratify the Hiring of BreAnna Temple as Deputy City Clerk
Mayor Anderson informed the city council of the hiring of BreAnna Temple as Deputy City Clerk.

Discuss Alfresco Parkway Development - PR Enterprises, LLC
Lance Anderson from Cash Landmark Engineering presented design changes for the Alfresco Parkway Development to those present. Lance Anderson stated the Alfresco Parkway Development has always proposed that they stub into the property at “W’ street but felt that they needed a second access and will need a stub into the property at King's Row because they have a proposed access and road at this location. Lance Anderson felt it would be important while the 21st Street project was underway to extend utilities across 21st Street and also make connections to the water and place a steel casing for the future wastewater connection. Those present reviewed the proposed Interim Developer’s Agreement drafted by City Attorney Steven Tuft. The council agreed to allow a steel casing to be put in place for the pressurized sewer line and communication conduit as long as it’s at the developers cost and does not interfere with the 21st Street Projects timeline.

Discuss/Approve Purchase of Side-by-Side UTV
Council member Cleo Gallegos stated that City Resident Chad Vantassell asked to go on record opposing the purchase of a Side-by-Side UTV.
City Superintendent Greg Richins presented bid proposals to those present. No decisions were made, this item was tabled to the August 26, 2015 council meeting.
