City of Heyburn Council Meeting Minutes

January 14, 2015

7:00 P.M.

 

Council Present:

Rocky Baker, Dick Galbraith, Dusty Galliher and Cleo Gallegos.

 

Employees Present:

Greg Richins, Dan Bristol, Steven Tuft, and Deborah Hopkins. 

 

Visitors Present:

Travis Morrell, Cole Kuta, Jeremiah Justesen, Robert Higens, Joanne Justesen, Scott Ellsworth, Mike Painter, Dan Lloyd, Ralph Martini, Mike Yost, Art Walters, Jeff McCray, and Vernon Stephens.

 

Meeting conducted by Mayor George A. Anderson who welcomed everyone to the meeting and then led those present in the Pledge of Allegiance.   Mayor Anderson announced a change in the order of the agenda as follows:  Item No. 10 – Discussion on the 21st Street Project Funding Shortfall will now be Item No. 3. 

 

Discuss/Approve Minutes of the December 10, 2014 Council Meeting

Motion by Cleo Gallegos to approve the minutes of the December 10, 2014 council meeting as presented.  Second by Dick Galbraith.  Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye. 

 

Discuss/Approve Paying the Bills 

Motion by Dick Galbraith to approve the bills as presented.  Second by Dusty Galliher.  Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye. 

 

Discussion 21st Street Project Funding Shortfall – Scott Ellsworth

Scott Ellsworth from the Idaho Transportation Department explained why the 21st Street Project had a funding shortfall.  The City of Heyburn will need to fund an additional $85,000.  He informed those present that the project will go to bid in the spring.   

 

Southern Idaho Economic Development Community Award – Dan Lloyd

Dan Lloyd from the Southern Idaho Economic Development Commission presented the City of Heyburn with the Silver Award for the Most Improved City during Operation Facelift 2014 for the beautification project around City Hall.   

 

Discuss/Approve Crossing Agreement with Bureau of Reclamation

City Attorney Steven Tuft reviewed the crossing agreement with the Bureau of Reclamation stating that the wording of the heading of Paragraph 15 needs to be changed.  He stated that a revised copy reflecting this change is in transit.

Motion by Rocky Baker to approve the Consent to Use Contract No. 13-07-14-LA813 with the Bureau of Reclamation and to authorize the mayor to sign the contract when the revision to the Paragraph 15 heading has been received.  Second by Cleo Gallegos.  Roll Call Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye. 

 

Discuss/Approve Hiring of Additional Patrolman – Dan Bristol

City of Heyburn Police Chief Dan Bristol presented information on the importance of adding an additional patrolman.  Mayor Anderson hired Cole Kuta and asked council members to approve the hiring. 

 

Motion by Rocky Baker to ratify the hiring of Cole Kuta as a patrolman for the Heyburn Police Department.  Second by Cleo Gallegos.  Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye. 

 

Discuss/Approve Maintenance Agreement with Vision Municipal Solutions Hardware and IT Services – Deborah Hopkins

City Clerk Deborah Hopkins reviewed the proposed maintenance agreement with Vision Municipal Solutions, LLC.  She stated at the current time, the City of Heyburn does not have a maintenance agreement on any of the computers or the server located in City Hall. 

 

Motion by Rocky Baker to approve the Maintenance Agreement with Vision Municipal Solutions LLC for Hardware and IT Services in the amount of $5,114 with the fee to be split between the four departments.  Second by Dusty Galliher.  Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye. 

 

Discuss/Approve Purchase of Conveyor Belt System for WWTP – Ralph Martini

City Wastewater Supervisor Ralph Martini reviewed the quotes for the purchase of a conveyor belt system for the Wastewater Treatment Plant. 

 

Council members asked Mr. Martini to provide additional information and get another bid and present them at the January 28, 2015 city council meeting. 

 

Declare Surplus Vehicles and Pickup Beds – Greg Richins

City Superintendent Greg Richins asked the council members to declare the 2015 pickup beds as surplus as well as the two retired pickups in the fleet. 

 

Motion by Dick Galbraith to declare the items as surplus as presented by City Superintendent Greg Richins.  Second by Rocky Baker.  Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye. 

 

Review Draft of Pre-Treatment Ordinance

A draft of the pre-treatment ordinance was presented for review.  This item will be on the January 28, 2015 city council meeting.

Review of November/December Monthly Department Head Reports

The November/December Monthly Department Head reports were reviewed by those present.  Council members and residents present at the meeting complimented the City crew on the condition of the streets over the last few snow storms. 

 

Executive Session as per Idaho Code 67-2345 (e) Matters of Trade or Commerce and (f) Matters of Litigation

Motion by Dusty Galliher to go into Executive Session for Matters of Trade or Commerce and Matters of Litigation as per Idaho Code 67-2345(e) and (f).  Second by Cleo Gallegos.  Roll Call Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye. 

 

Executive Session Minutes

Council Present:

Rocky Baker, Dick Galbraith, Dusty Galliher and Cleo Gallegos.

 

Employees Present:

Greg Richins and Deborah Hopkins. 

 

Visitors Present:

Art Walters, Jeff McCray and Mike Yost. 

 

The Executive Session was conducted by Mayor George A. Anderson.  The topics were a matter of trade or commerce and a matter of litigation which were discussed with those present.  No decisions were made.  The Executive Session began at 7:58 PM and concluded at 8:30 PM.  City Attorney Steven Tuft was excused at 8:25 PM.

 

The council meeting did not return to open session and adjourned at 8:30 PM.
