City of Heyburn Council Meeting Minutes
May 27, 2015
7:00 P.M.

 

Council Present:

Rocky Baker, Dick Galbraith, Dusty Galliher and Cleo Gallegos.

 

Employees Present:

Greg Richins, Dan Bristol, Steven Tuft, Rhonda Kluzik and Ashlee Langley. Deborah Hopkins - excused. 

 

Visitors Present:

Rose Schmitt, Joanne Justesen, Heather Peterson, Kevin Green, Jeremiah Justesen, and Edward Gemar.

 

Meeting conducted by Mayor George A. Anderson who welcomed everyone to the meeting and then led those present in the Pledge of Allegiance.  

 

Mayor Anderson asked for a motion to amend the agenda to remove item #5 Sewer Connection Waiver and replace it with Discuss/Approve the Revised Lease Agreement & Concessionaire’s License for Idaho Water Sports. The reason is that this is a time sensitive matter that needs to be approved before the next council meeting.

 

Motion by Cleo Gallegos to remove item #5 Sewer Connection Waiver and to replace it with the Revised Lease Agreement & Concessionaire’s License for Idaho Water Sports.  Second by Dick Galbraith.  Roll Call Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye. 

 

Discuss/Approve Minutes of the May 13, 2015 Council Meeting

Motion by Rocky Baker to approve the minutes of the May 13, 2015 council meeting as presented.  Second by Dick Galbraith.  Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye. 

 

Discuss/Approve Paying the Bills 

Motion by Cleo Gallegos to approve the bills as presented.  Second by Dusty Galliher.  Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye. 

 

Discuss/Approve Police Patrol Car Purchase

After discussion, there was no action taken on this item.

 

 

Discuss/Approve Pickup Truck Purchase Proposals

After discussion, there was no action taken on this item. 

 

Discuss/Approve the Revised Lease Agreement & Concessionaire’s License – Idaho Water Sports

Kevin Green, Pro Shop Manager from Idaho Water Sports presented a revised lease proposal to those present.

 

Motion by Rocky Baker to approve the Revised Lease Agreement & Concessionaire’s License.  Second by Cleo Gallegos. Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye. 

 

Review of Monthly Department Head Reports

The Monthly Department Head Reports were reviewed by those present.

 

Executive Session for Matters of Litigation as per Idaho Code 67-2345 (f)

Motion by Dick Galbraith to go into Executive Session for Matters of Litigation as per Idaho Code 67-2345 (f).  Second by Cleo Gallegos.  Roll Call Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.

The Executive Session was conducted by Mayor George A. Anderson.  The topic was matters of litigation which was discussed with those present.  No decisions were made.  The Executive Session began at 8:00 PM and concluded at 8:24 PM.

 

The council meeting returned to open session at 8:24 PM.

 

Discuss/Approve HDR Contract Amendment

Motion by Dusty Galliher to approve the HDR Contract Amendment.  Second by Rocky Baker.  Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.
