City of Heyburn Council Meeting Minutes
November 10, 2015
7:00 P.M.

 

 

Council Present:

Rocky Baker, Dick Galbraith, Dusty Galliher and Cleo Gallegos.

 

Employees Present:

Greg Richins, Steven Tuft, Dan Bristol and Ashlee Langley.

           

Visitors Present:

Larraine Kluzik, Richard L. Chesser, Joanne Justesen, Heather Petersen, and Eric Quitugua.

 

Meeting conducted by Mayor George Anderson who welcomed everyone to the meeting and then led those present in the Pledge of Allegiance.

 

Discuss/Approve Minutes of the October 28, 2015 Council Meeting

Motion by Cleo Gallegos to approve the minutes of the October 28, 2015 Council Meeting as presented. Second by Dick Galbraith.  Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye. 

 

Discuss/Approve Paying the Bills

Motion by Rocky Baker to approve the bills as presented. Second by Dick Galbriath.  Vote:  Rocky Baker – Aye; Cleo Gallegos – Nay; Dick Galbraith – Aye; Dusty Galliher - Aye. 

 

Discuss/Approve Cancelling the December 23, 2015 Council Meeting

Motion by Rocky Baker to approve cancelling the December 23, 2015 Council Meeting. Second by Cleo Gallegos.  Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.

 

Dog Park Presentation – Richard L. Chesser

Heyburn Resident Richard L. Chesser gave a brief presentation to the Mayor and Council regarding starting a dog park in Heyburn. Mayor Anderson and council members thanked Mr. Chesser for the presentation.

 

Discuss/Approve Letter of Support for Natural Chem Group, LLC – Greg Richins

City Superintendent Greg Richins explained the Letter of Support to Natural Chem Group, LLC for Natural Chem’s efforts to develop the Idaho Eco Fuels TM Complex in the Burley-Heyburn Industrial Park.

 

Motion by Rocky Baker to approve the Letter of Support to Natural Chem Group, LLC supporting their efforts to develop the Idaho Eco Fuel TM Complex in the Burley – Heyburn Industrial Park. Second by Dusty Galliher.  Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher – Aye.

 

 

Discuss/Approve/Ratify 21st Street Change Order No. 7

City Superintendent Greg Richins informed the council that this change order was to allow the Contractor to use Warm Mix on the 21st Street Project. This change order needed to be approved as quickly as possible to avoid delay in the paving of 21st Street.

 

Motion by Dusty Galliher to ratify the Mayors signature on 21st Street Change Order No. 7.  Second by Rocky Baker.  Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.

 

Discuss/Approve Mitigation Project for the Surface Water Coalition Call and Authorize a Maximum of $2,600 for the Twin Falls Canal Company Water Recharge

Motion by Rocky Baker to approve Mitigation Project for the Surface Water Coalition Call and authorize a maximum of $2,800 for the Twin Falls Canal Company Water Recharge. Second by Dusty Galliher. Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.
