City of Heyburn Special Council Meeting Minutes

July 10, 2013

6:00 P.M.

 

Council Present:

Rocky Baker, Leann Smith, Joanne Justesen and Cleo Gallegos.   

 

Employees Present:

Dan Bristol, Ralph Martini, Eric Christensen, and Deborah Hopkins.  Greg Richins attended by telephone. 

 

Visitors Present:

None.

 

Meeting conducted by Mayor George A. Anderson who welcomed everyone to the meeting.   

 

Budget Work Session

Those present worked on the Water and Waste Water Department budgets for FY 2013-14.  

 

Councilmembers expressed their appreciation to Ralph Martini and Eric Christensen for their insight and recommendations on the budgets.

July 10, 2013

7:00 P.M.

 

 

Council Present:

Rocky Baker, Leann Smith, Joanne Justesen and Cleo Gallegos.  

 

Employees Present:

Dan Bristol, Steven Tuft and Deborah Hopkins.  Greg Richins – excused. 

 

Visitors Present:

Rose Schmitt, Ralph Williams, and Bert Stevenson.      

 

Meeting conducted by Mayor George A. Anderson.  Mayor Anderson welcomed everyone to the meeting.  Mayor Anderson then led those present in the Pledge of Allegiance.   

 

Discuss/Approve Minutes of the June 26, 2013 Special Council Meeting and Regular Council Meeting

Motion by Joanne Justesen to approve the minutes of the June 26, 2013 special council meeting and regular council meeting.  Second by Leann Smith.  Vote:  Rocky Baker – Aye; Leann Smith – Aye; Cleo Gallegos – Aye; Joanne Justesen - Aye. 

 

Discuss/Approve Paying the Bills

Motion by Rocky Baker to approve paying the bills as presented.  Second by Leann Smith.  Vote:  Rocky Baker – Aye; Leann Smith – Aye; Cleo Gallegos – Aye; Joanne Justesen - Aye. 

 

At this time, Mayor Anderson introduced Bert Stevenson from the Mini-Cassia Chamber of Commerce.  Mr. Stevenson expressed his appreciation to the City of Heyburn for their shared partnership.  He complimented the City on the walking path and the Riverside Park stating that he sees people using the path all the time. 

 

Discuss/Approve Right of Way Purchase for the 21st Street Project – Rachel L. Chacon Property  

Motion by Cleo Gallegos to approve the right of way purchase from Rachel L. Chacon for the 21st Street Project in the amount of $14,612.  Second by Rocky Baker.  Roll Call Vote:  Rocky Baker – Aye; Leann Smith – Aye; Cleo Gallegos – Aye; Joanne Justesen - Aye. 

 

Discuss/Award Electric Repair Quote for Queen’s Way / King’s Row – Ralph Williams

City Electric Consultant Ralph Williams reviewed the quotes received for the repair to be done on Queen’s Way / King’s Row with those present.  He explained this repair is for an underground transformer, power line and ground sleeve.  He stated he anticipated that once this repair has been made, the number of outages in the area should significantly be decreased.

Motion by Joanne Justesen to award the Queen’s Way / King’s Row repair to United Electric in the amount of $33,024.76.  Second by Rocky Baker.  Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Joanne Justesen – Aye; Leann Smith – Aye.

 

Seeking Permission to Alter as Lessee the Old Heyburn School Premises – John Gillette

John Gillette had asked for permission from the council to drill nine holes in the floor of the library room at the old Heyburn Elementary School for use as part of the miniature golf course at the council meeting held on June 26, 2013.   

 

Motion by Rocky Baker to allow John Gillette to alter the floor of the library room at the old Heyburn Elementary School by allowing nine holes to be cut as long as the floor is restored at the end of his lease.  Second by Cleo Gallegos.  Vote:  Rocky Baker – Aye; Leann Smith – Aye; Cleo Gallegos – Aye; Joanne Justesen – Nay.

 

Budget Work Session – Continuation

The mayor, councilmembers, and staff continued to work on the FY 2013-14 budget by reviewing the anticipated revenues in the General Fund.
