City of Heyburn Special Council Meeting Minutes
November 26, 2013
5:30 P.M.
Council Present:
Rocky Baker, Joanne Justesen, Leann Smith and Cleo Gallegos.
Employees Present:
Greg Richins, Steven Tuft, Dan Bristol, and Deborah Hopkins.
Visitors Present:
Dusty Galliher, John Gillette, Ralph Williams, Braxton Stoker and Gary Schorzman.
Meeting conducted by Mayor George A. Anderson who welcomed everyone to the meeting and then led those present in the Pledge of Allegiance.
Mayor Anderson announced there needs to be a change to the agenda to include Discuss/ Approve the Idaho Energy Authority Bi-Lateral Transfer Agreement at Item # 4A. The reason is that this matter has recently come up and needs to be acted upon in a timely manner.
Motion by Leann Smith to amend the agenda to Discuss/Approve the Idaho Energy Authority Bi-Lateral Transfer Agreement as Item #4A. Second by Cleo Gallegos. Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Joanne Justesen – Aye; Leann Smith - Aye.
Discuss/Approve Minutes of the November 13, 2013 Council Meeting
Motion by Joanne Justesen to approve the minutes of the November 13, 2013 council meeting as presented. Second by Cleo Gallegos. Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Joanne Justesen – Aye. Leann Smith – Abstain.
Discuss/Approve Paying the Bills
Motion by Rocky Baker to approve paying the bills as presented. Second by Leann Smith. Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Joanne Justesen – Aye; Leann Smith - Aye.
Minidoka Centennial Update as it Pertains to the City of Heyburn – Gary Schorzman
Minidoka Centennial Celebration Chairman Gary Schorzman presented Mayor Anderson and the Heyburn Council members with a book on the City of Heyburn as well as a hand-crafted bench made by George Maas as the final presentation to the City of Heyburn in celebrating the Minidoka County Centennial.
Mayor Anderson and council members thanked Mr. Schorzman not only for the bench and the books, but also for all the time and effort put into making the Minidoka Centennial Celebration such a success.

Discuss Possible Sublease of Old Heyburn Elementary School – John Gillette
John Gillette addressed the Mayor and Council members stating that a sub-lease agreement has not yet been reached with Sharon Mecham and using part of the old school for a day care as he was waiting for confirmation of the consent of the City to sublease part of the building. City Attorney Steven Tuft explained the sublease agreement between Mr. Gillette and Mrs. Mecham needs to be included in the Consent to Sublease before the City Council could approve it.
Councilman Rocky Baker asked to go on record stating he did not want any more dollars from the City to go into the building. He further stated he was not comfortable with the City being a landlord and that he felt this should be the last-ditch effort for the building.
Councilwoman Cleo Gallegos also asked to go on record as expressing her appreciation to Mr. Gillette for the work that he has done on the building.
Discuss/Approve Bi-Lateral Transfer Agreement – Ralph Williams
City of Heyburn Electric Consultant Ralph Williams explained this agreement allows IDEA to operate the energy efficiency funds as a pool. He further explained if one member of the pool does not use all of their funds at one time, monies can be shifted to those who can use it within their system. He stated that in his opinion it is a good concept and assures those who participate get the maximum benefit out of the conservation monies that they pay BPA. Mr. Williams stated he helped work with BPA to develop the concept of pooling by IDEA and it is only one of the only pools operated under the BPA umbrella.
Motion by Rocky Baker to approve Idaho Energy Authority Bi-Lateral Transfer Agreement and to authorize Mayor Anderson to sign the document. Second by Joanne Justesen. Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Joanne Justesen – Aye; Leann Smith - Aye.
Review of November, 2013 Monthly Reports
The November, 2013 Monthly Department Reports were reviewed with those present.
The council meeting adjourned at 5:58 PM.
