City of Heyburn Council Meeting Minutes

October 23, 2013

7:00 P.M.

 

Council Present:

Rocky Baker, Leann Smith, Joanne Justesen and Cleo Gallegos.   

 

Employees Present:

Greg Richins, Steven Tuft, Dan Bristol, and Deborah Hopkins.

 

Visitors Present:

Rose Schmitt, Dick & Jody Galbraith, and Daniel Jensen. 

 

Meeting conducted by Mayor George A. Anderson who welcomed everyone to the meeting and then led those present in the Pledge of Allegiance.    Mayor Anderson then announced that Item #4 on the agenda (Discuss/Approve Participation in the Minidoka County Animal Control) was tabled until a later date. 

 

Discuss/Approve Minutes of the October 9, 2013 Council Meeting

Motion by Cleo Gallegos to approve the minutes of the October 9, 2013 council meeting as presented.  Second by Rocky Baker.  Vote:  Rocky Baker – Aye; Leann Smith – Aye; Cleo Gallegos – Aye; Joanne Justesen – Aye.    

 

Discuss/Approve Paying the Bills

Motion by Joanne Justesen to approve paying the bills as presented.  Second by Leann Smith.  Vote:  Rocky Baker – Aye; Leann Smith – Aye; Cleo Gallegos – Aye; Joanne Justesen - Aye.

 

Discuss/Approve Renovations to the Old Heyburn Elementary School

City Superintendent Greg Richins informed the Mayor and council members that he had the old white building located on the old Heyburn Elementary School grounds checked for asbestos and none had been found.  Councilwoman Leann Smith stated she was in favor of demolishing the building.  After discussion, City Superintendent Richins was asked to get a quote from John Gillette to remove the building.  He was also asked to get an estimate of what it would cost if City employees were to remove the building.  City Clerk Deborah Hopkins was asked to provide a Statement of Account at the next meeting. 

 

Discuss/Approve Participation in the Minidoka County Animal Control

This item was tabled until a later council meeting.

 

Discuss/Approve Declining of ICRMP Terrorist Coverage

This item was discussed by those present noting that this was the same type of coverage the City declined last year.  The total cost for this additional premium would be $20,100.

 

Motion by Rocky Baker to decline the Terrorist Coverage offered by ICRMP and to authorize Mayor Anderson’s signature.  Second by Joanne Justesen.   Vote:  Rocky Baker – Aye; Leann Smith – Aye; Cleo Gallegos – Aye; Joanne Justesen - Aye.

Monthly Department Reports

The October, 2013 Monthly Department Reports were reviewed with those present.
