City of Heyburn Council Meeting Minutes
August 14, 2013
7:00 P.M.
Council Present:
Rocky Baker, Leann Smith, Joanne Justesen and Cleo Gallegos.
Employees Present:
Dan Bristol, Greg Richins, Ralph Martini, Mike Devers, and Deborah Hopkins. Steven Tuft – excused.
Visitors Present:
Rose Schmitt, Lisa Dayley and Luke Stewart.
Meeting conducted by Mayor George A. Anderson. Mayor Anderson welcomed everyone to the meeting. Mayor Anderson then led those present in the Pledge of Allegiance.
Discuss/Approve Minutes of the July 24, 2013 Special Council Meeting and Regular Council Meeting and the August 5, 2013 Special Council Meeting
Motion by Rocky Baker to approve the minutes of the July 24, 2013 special council meeting and regular council meeting and the August 5, 2013 Special Council Meeting as presented. Second by Leann Smith. Vote: Rocky Baker – Aye; Leann Smith – Aye; Cleo Gallegos – Aye; Joanne Justesen – Yes to approving the July 24, 2013 minutes, and Abstain from the August 5, 2013 minutes as she was not present at that meeting.
Discuss/Approve Paying the Bills
Motion by Rocky Baker to approve paying the bills as presented. Second by Leann Smith. Vote: Rocky Baker – Aye; Leann Smith – Aye; Cleo Gallegos – Aye; Joanne Justesen - Aye.
Jet Truck Informational Presentation – Luke Stewart – MetroQuip
Luke Stewart from MetroQuip presented information to those present on a combination truck. Mayor Anderson and the council members thanked him for his informational presentation.
Discuss/Approve Backhoe Purchase – Greg Richins
City Superintendent Greg Richins presented information to the council members about purchasing an additional backhoe using the “buy back option”.
Motion by Rocky Baker to purchase a backhoe from CESCO at a total price of $81,556 out of the 2012-13 budget with the cost to be split between departments. Second by Leann Smith. Vote: Rocky Baker – Aye; Leann Smith – Aye; Cleo Gallegos – Aye; Joanne Justesen - Aye.
Discuss/Approve Tentative 2013-14 Fiscal Year Budget
Executive Session for Matters of Personnel as Per Idaho Code 67-2345 (a) Personnel
Motion by Joanne Justesen to go into Executive Session as per Idaho Code 67-2345(a) Personnel. Second by Cleo Gallegos. Roll Call Vote: Rocky Baker – Aye; Leann Smith – Aye; Cleo Gallegos – Aye; Joanne Justesen - Aye.

Meeting conducted by Mayor George A. Anderson. The topic was a matter of Personnel. This matter was discussed with the mayor, council members, and staff present. Executive Session began at 8:10 PM and concluded at 8:43 PM. No decisions were made.
The regular council meeting continued with review and discussion of the 2013-14 tentative budget.
Motion by Leann Smith to approve the tentative 2013-14 Fiscal Year Budget with all employees to receive a $1.00 an hour raise with the exception of one employee whose raise will only be 50 cents per hour because she received a 50 cent per hour raise in July. Second by Rocky Baker. Roll Call Vote: Rocky Baker – Aye; Leann Smith – Aye; Cleo Gallegos – Aye; Joanne Justesen - Aye.
Discuss/Approve Purchase of Police Department Vehicle – Dan Bristol
Heyburn Police Chief Dan Bristol asked for approval to purchase the Police Department vehicle.
Motion by Leann Smith to approve the purchase of a 2013 Ford Crew Cab 4 x 4 XL pickup at a total price of $25,867 from Goode Motor. Second by Rocky Baker. Vote: Rocky Baker – Aye; Leann Smith – Aye; Cleo Gallegos – Aye; Joanne Justesen - Aye.
Discuss/Review Ordinance No. 564 – Control & Protection of Easements
There was no discussion on this item. It was tabled until the August 28, 2013 council meeting.
Discuss/Recommend Planning & Zoning Member to Fill Vacancy
Mayor Anderson asked council members for suggestions of individuals to serve on the Planning & Zoning Commission to fill the vacancy created by Brett Thomas. Names suggested were: Juanita Teeter, Mitzie Ramsey, Tracy Vail and Jeremiah Justesen.
Presentation from International Dance Festival – Joanne Justesen
Council President Joanne Justesen presented a Korean Traditional Mask Frame which was given to the City by the International Dance Festival participants from South Korea. She thanked Mayor Anderson for the honor of attending the luncheon in his absence.
Discuss Potential Clean-up Areas – Joanne Justesen
Council President Joanne Justesen discussed areas in the city that in her opinion are in need of being cleaned up.
