Heyburn Urban Renewal Agency Meeting Minutes

August 5, 2013 – 11:00 AM

 

Members Present: David Nebeker, Dan Lloyd, Ralph Williams, Clayton King, and Brent Tolman.  Deb Hopkins from the City of Heyburn.  Greg Richins – excused. 

 

Guests Present:  Ryan Armbruster - Counsel for the Agency.

 

Chairman Ralph Williams welcomed everyone to the meeting and asked if there were any changes to the agenda. 

 

Motion by Brent Tolman to add:  Consider Amended FY2013 Budget and Set Hearing Date.  The reason is the Promissory Note will probably be issued before the end of the fiscal year and it is of high importance that it be taken care of.  Second by Dan Lloyd.  All Aye Votes. 

 

Chairman Williams added this item to the agenda and then proceeded with the meeting. 

 

Discuss/Approve the July 1, 2013 Meeting Minutes

Motion by Brent Tolman to approve the July 1, 2013 meeting minutes.  Second by David Nebeker.  All Aye votes.

 

Discuss/Approve Paying the Bills

Motion by Dan Lloyd to approve paying the following bills for the Heyburn URA:

            Elam & Burke - $5,838.44

 

Second by Clayton King.  All Aye votes.

 

Consider Amended FY2013 Budget and Set Hearing Date

Motion by Dan Lloyd to approve the Amended Budget for FY2013, set the hearing date for August 26, 2013, and authorize publication of the notice of hearing.  Second by David Nebeker.  All Aye Votes. 

 

Consider and tentatively approve budget for FY2014, set public hearing date and authorize publication of notice of hearing

 

Motion by Clayton King to tentatively approve the budget for FY2014, set the public hearing date for August 26, 2013, and authorize publication of the notice of hearing.  Second by Dan Lloyd.  All Aye votes. 

 

The next meeting will be a special meeting to be held on August 26, 2013 for the purpose of the public hearings.  The meeting for September has been cancelled.
