City of Heyburn Special Council Meeting Minutes

June 26, 2013

6:00 P.M.

 

Council Present:

Rocky Baker, Leann Smith, Joanne Justesen and Cleo Gallegos.   

 

Employees Present:

Dan Bristol, Greg Richins, Eric Christensen, and Deborah Hopkins. 

 

Visitors Present:

None.

 

Meeting conducted by Mayor George A. Anderson who welcomed everyone to the meeting.   

 

Budget Work Session

Those present worked on the Police Department and the Irrigation Department budget for FY 2013-14.  

 

Councilmembers expressed their appreciation to Chief Bristol and Eric Christensen for their insight and recommendations on their respective budgets.

June 26, 2013

Council Present:

Rose Schmitt, Ralph Williams, Mike & Cheri Brown, Brenda & LaMar Bailey, Jason Naess, Andy & Kim Walton, and Rebecca Broderick.      

 

Meeting conducted by Mayor George A. Anderson.  Mayor Anderson welcomed everyone to the meeting.  Mayor Anderson then led those present in the Pledge of Allegiance.   

 

Discuss/Approve Minutes of the June 12, 2013 Special Council Meeting and Regular Council Meeting

Motion by Cleo Gallegos to approve the minutes of the June 12, 2013 special council meeting and regular council meeting.  Second by Leann Smith.  Vote:  Rocky Baker – Aye; Leann Smith – Aye; Cleo Gallegos – Aye; Joanne Justesen - Aye. 

 

Discuss/Approve Paying the Bills

Motion by Rocky Baker to approve paying the bills as presented.  Second by Joanne Justesen.  Vote:  Rocky Baker – Aye; Leann Smith – Aye; Cleo Gallegos – Aye; Joanne Justesen - Aye. 

 

Discuss/Approve Waiver of Fees for Use of the Riverside Park on September 7, 2013 – Rebecca Broderick

Rebecca Broderick asked the council to waive the fees for the use of the Riverside Park on September 7, 2013 for the purpose of holding a fundraiser for the Jay Hamilton Family who have recently undergone extreme hardships. 

 

Motion by Leann Smith to waive the fees for use of the Riverside Park on September 7, 2013 for the Hamilton Family Benefit, but to require payment of the $375 refundable deposit.  Second by Joanne Justesen.  Vote:  Rocky Baker – Aye; Leann Smith – Aye; Cleo Gallegos – Aye; Joanne Justesen - Aye. 

 

Discuss/Approve Resolution No. 2013-9 – Designating Official Depositories

Motion by Cleo Gallegos to decline approving Resolution No. 2013-9.  There was no second to this motion. 

 

City Attorney Steven Tuft explained that Resolution 2013-9 was created to designate official depositories for the City of Heyburn.  Councilwoman Joanne Justesen requested the financial information gathered by City Clerk Deborah Hopkins be presented at the July 10, 2013 council meeting.  Councilwoman Cleo Gallegos then rescinded her motion. 

 

Discuss/Approve Termination of Water Services as per Resolution No. 2013-10:

            Michael & Cheri Brown

            Andy & Kimberly Walton

            LaMar & Brenda Bailey

 

Jason Naess, representing his clients Michael and Cheri Brown, Andy and Kimberly Walton, and LaMar and Brenda Bailey addressed the council regarding the concerns of his client. 

 

After discussion of this item, Councilwoman Leann Smith read Resolution No. 2013-10. 

 

Motion by Leann Smith to adopt Resolution No. 2013-10 with filling in the blank with the date of January 1, 2014.  Second by Joanne Justesen.  Roll Call Vote:  Rocky Baker – Aye; Leann Smith – Aye; Cleo Gallegos – Aye; Joanne Justesen - Aye. 

 

Discuss/Approve Purchase of Animal Guards for the Electric System – Greg Richins

City Superintendent Greg Richins discussed the purchase of animal guards for the electric system.  This item was part of the electric capital improvements that was presented last year.  He further stated that several of the outages that have happened earlier this summer were due to squirrels.  Purchase of the animal guards would hopefully reduce the number of outages.

 

Motion by Rocky Baker to approve purchase of the animal guards in the amount of $30,000 for the electric system as possible.  Second by Joanne Justesen.  Vote:  Rocky Baker – Aye; Leann Smith – Aye; Cleo Gallegos – Aye; Joanne Justesen - Aye. 

 

Discuss/Approve Electric Extension at the Burley-Heyburn Industrial Park – Ralph Williams

City of Heyburn Electric Consultant Ralph Williams explained to those present the normal way to extend service would be to charge the consumer for the extension and the City would absorb the cost of the transformer.

 

He explained that past practices at the Burley-Heyburn Industrial park would be the City of Burley kept the line and transformer in place.  United Electric on behalf of the City of Heyburn placed meter bases inside the park.  He further stated the electrical switch gear at the park is antiquated and that replacement parts are no longer available.

 

He recommended the City of Heyburn build the line extension and bill Boyer for it.  He estimated the cost to be $13,300.  He also recommended the City of Heyburn purchase a 500 KVA transformer which will carry the load for now and well into the future. 

 

Motion by Rocky Baker to purchase a 500 KVA transformer in the amount of $13,700 from United Electric for use at the Burley-Heyburn Industrial Park.  Second by Leann Smith.  Vote:  Rocky Baker – Aye; Leann Smith – Aye; Cleo Gallegos – Aye; Joanne Justesen - Aye. 

Review of Monthly Reports

The June, 2013 Monthly Reports were reviewed by those present. 

 

Executive Session as per Idaho Code 67-2345-(f) Litigation

There being no motion for an executive session, Mayor Anderson adjourned the meeting at 9:07 PM.
