City of Heyburn Council Meeting Minutes

July 28, 2010

7:00 P.M.

 

Council Present:

Cleo Gallegos, Rocky Baker, Leann Smith, and Joanne Justesen.

Employees Present:

Deb Hopkins, Steven Tuft, Mike Brown, and Dan Bristol.   Mayor Anderson and Scott Spevak excused. 

Visitors Present:   Bill and Norma Morrison and Tami Ursenbach . 

 

Meeting conducted by Council President Leann Smith.  President Smith welcomed everyone to the meeting and led those in attendance in the Pledge of Allegiance.

 

Approve Minutes of the Council Meeting on July 14, 2010. 

Motion by Cleo Gallegos  to approve the July 14, 2010 council meeting minutes as presented.  Second by Rocky Baker.  Vote:  Cleo Gallegos - Aye; Rocky Baker - Aye; Leann Smith - Aye; Joanne Justesen - Aye.

 

Discuss/Approve Paying the Bills.

Motion by Rocky Baker to approve paying the bills as submitted.  Second by Joanne Justesen.  Vote:  Cleo Gallegos - Aye; Rocky Baker - Aye; Leann Smith - Aye; Joanne Justesen - Aye.

 

Discuss/Approve Waiving Fees for Use of the Park for Crop Walk

Motion by Joanne Justesen to approve waiving the fees for the use of the Riverside Park for the Crop Walk.  Second by Cleo Gallegos.  Vote:  Cleo Gallegos - Aye; Rocky Baker - Aye; Leann Smith - Aye; Joanne Justesen - Aye.

 

After a brief discussion on the current park rules and regulations, council members asked that the Amphitheater Committee review the ordinance and suggest improvements.  City Clerk Deborah Hopkins will contact the committee.   

 

HEART Update - Tami Ursenbach

Tami Ursenbach briefed the council members on the progress that the HEART Committee has done for the City of Heyburn residents.  She also presented a brief overview of their upcoming projects, which included a community garden, education, leadership and job training programs. 

 

Discuss/Approve Electric Cost of Service Contract

City Attorney Steven Tuft discussed with the council members the information he has received from two individual contractors.  Council members tasked him with contacting EES Consulting to get a proposal and price quote. 

 

Executive Session for Matters of Litigation, Personnel and Commerce as authorized by Idaho Code Section 67-2345. 

Motion by Rocky Baker to go into Executive Session for Matters of Litigation, Personnel, and Commerce as per Idaho Code Section 67-2345.  Second by Joanne Justesen.  Roll Call Vote:  Cleo Gallegos, Aye; Rocky Baker, Aye; Leann Smith, Aye; Joanne Justesen, Aye.

Meeting conducted by President Smith. The topics were litigation, personnel and matters of commerce.  These matters were discussion with City Attorney Steve Tuft and the employees present.  Executive Session began at 7:40 PM and concluded at 8:25 PM.

 

No decisions were made.  

 

Regular council session resumed. 

 

Budget Work Session

City council members and staff reviewed tentative budget items for the 2010-11 fiscal year.  

 

The council meeting ended at 9:21 PM.
