Mayor: Mayor Cleo Gallegos.

 

Council Present: Rocky Baker, Dick Galbraith, and Joanne Justesen.

Dusty Galliher – Excused.

 

Employees Present:

Greg Richins, Michael Tribe, and Ashlee Langley.

         

Visitors Present:

Newell Justesen.

 

Welcome & Pledge

Meeting conducted by Mayor Cleo Gallegos who welcomed everyone to the meeting.  

 

Mayor Gallegos asked City Attorney Michael Tribe to lead those present in the Pledge of Allegiance.

 

Executive Session

Pursuant to Idaho Code 74-206 (1) (f) Communications with legal counsel to discuss the legal ramifications of and legal options for pending litigation, or controversies not yet being litigated but imminently likely to be litigated.

Motion by Joanne Justesen to go into Executive Session as per Idaho Code 74-206 (1) (f) litigation.  Second by Dick Galbraith.  Roll Call Vote:  Rocky Baker – Aye; Dick Galbraith – Aye; Joanne Justesen – Aye.

The Executive Session was conducted by Mayor Cleo Gallegos.  The topics were (1) (f) Communications with legal counsel to discuss the legal ramifications of and legal options for pending litigation, or controversies not yet being litigated but imminently likely to be litigated.

 

No decisions were made.

 

The Executive Session began at 5:31 PM and returned to open meeting at 6:12 PM.

 

Review/Discuss Facilities Study

Motion by Rocky Baker to revisit and authorize starting negotiations with HDR Engineering, Inc. as they were the highest ranked score for the Wastewater Treatment Plant Facilities Plan with the understanding that safeguards are put in the contract for the benefit of the City; and have City Attorney Michael Tribe, Superintendent Greg Richins and Councilmember Dusty Galliher give their input and express their concerns during the setting of the bench marks for both studies including the Collections Study.  Second by Joanne Justesen.  Roll Call Vote:  Rocky Baker – Aye; Dick Galbraith – Aye; Joanne Justesen – Aye.
