Discuss/Approve Minutes of the August 10, 2016 Council Meeting
Motion by Rocky Baker to approve the minutes of August 10, 2016 Council Meeting as presented. Second by Joanne Justesen. Roll-Call Vote: Rocky Baker – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye; Joanne Justesen – Aye.
Discuss/Approve Paying the Bills
Motion by Dick Galbraith to approve the bills excluding payment to Goode Motor for further investigation and possible approval at a later date. Second by Joanne Justesen. Roll-Call Vote: Rocky Baker – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye; Joanne Justesen – Aye.
Public Hearing on the FY 2016-17 Budget
Mayor Gallegos opened the public hearing for the FY 2016-17 budget.

Update of Minidoka County School District No. 331 Superintendent –
Kenneth Cox, PH.D.
Dr. Kenneth Cox gave an update to those present on the Minidoka County School District
No. 331. Mayor Gallegos and council members thanked Dr. Cox for the update.
Discuss/Approve Above Rate Power High Water Mark Power Supply for the Third Purchasing Period Beginning October 1, 2019 through September 30, 2024 – Jo Elg
Jo Elg presented information to the Mayor and council members regarding the importance of the Above Rate Power High Water Mark Power Supply for the Third Purchasing Period Beginning October 1, 2019 through September 30, 2024.
Jo Elg recommended the city sign the notice letter to BPA, which keeps the maximum amount of flexibility and is also the most prudent for the city’s future power supply.
Motion by Dusty Galliher to authorize the mayoral signature on the Regional Dialogue Power Sales Agreement, Contract No. 09PB-13053 selecting Option 1. Second by Joanne Justesen. Roll-Call Vote: Rocky Baker – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye; Joanne Justesen – Aye.
Discuss/Approve Family Health Services Letter of Support
Superintendent Greg Richins presented the Letter of Support to the Family Health Services. Mr. Richins explained that Family Health Service is going after the Service Area Competition grant and asked for the Cities support.

Discuss/Approve LIHEAP 2016-17 Vendor Agreement
City Clerk Ashlee Langley stated the Idaho Low Income Home Energy Assistance Program in the current fiscal year so far has helped 106 City of Heyburn residents with the total amount of assistance received to date of $36,993.72. She recommended the vendor agreement be approved.
Motion by Rocky Baker to approve the 2016-17 Idaho Low Income Home Energy Assistance Program Direct Payment Vendor Agreement. Second by Joanne Justesen. Roll-Call Vote: Rocky Baker – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye; Joanne Justesen – Aye.
Discuss/Declare McBride Subdivision Pipe Bursting Project as an Emergency
Superintendent Greg Richins and Wastewater Department Ralph Martini presented a video showing the reason for requesting the McBride Subdivision Pipe Bursting project to be declared as an Emergency.
Motion by Dusty Galliher to declare the McBride Subdivision Pipe Bursting Project as an emergency for it was necessary for the health and/or property of the City residents. Second by Joanne Justesen. Review of August Monthly Department Head Reports
The August Monthly Department Head Reports were reviewed by those present.
