Mayor: Mayor Cleo Gallegos.

 

Council Present: Rocky Baker, Dick Galbraith, Dusty Galliher, and Joanne Justesen.

 

Employees Present:

Greg Richins, Michael Tribe, Earl Andrew, Dan Bristol, and Ashlee Langley.

           

Visitors Present:

Meeting conducted by Mayor Cleo Gallegos who welcomed everyone to the meeting.

Mayor Gallegos asked Leann Smith to lead those present in the Pledge of Allegiance.

 

Discuss/Approve Minutes of the September 14, 2016 Council Meeting & Public Hearing

Motion by Dusty Galliher to approve the minutes of September 14, 2016 Council Meeting & Public Hearing as presented.  Second by Joanne Justesen.  Roll-Call Vote:  Rocky Baker – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye; Joanne Justesen – Aye.

 

Discuss/Approve Paying the Bills

Motion by Dick Galbraith to approve the bills as presented.  Second by Rocky Baker. Roll-Call Vote:  Rocky Baker – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye; Joanne Justesen – Aye.

 

GIS Update – Tom Toronto

Tom Toronto was unable to attend the meeting. This item was tabled to the October 26, 2016 Council Meeting.

 

Mini-Cassia Economic Development – Leann Smith

Leann Smith presented an economic update to those present.

 

Discuss/Approve Bonneville Power Administration - Mutual Assistance Agreement

Jo Elg, General Manager for United Electric presented the Bonneville Power Administration, Mutual Assistance Agreement & Multiple Party Termination Letter to those present.

 

Motion by Dusty Galliher to approve the Bonneville Power Administration, Mutual Assistance Agreement as presented and authorize the Mayor’s signature.  Second by Dick Galbraith. Roll-Call Vote:  Rocky Baker – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye; Joanne Justesen – Aye.

 

Discuss/Approve Bonneville Power - Multiple Party Termination Letter

Motion by Rocky Baker to approve the Bonneville Power Administration, Multiple Party Termination Letter as presented and authorize the Mayor’s signature.  Second by Joanne Justesen. Roll-Call Vote:  Rocky Baker – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye; Joanne Justesen – Aye.

 

Discuss/Approve Audit Engagement Letter

City Clerk Ashlee Langley presented the Audit Engagement Letter from Evans Poulsen & Catmull for the yearly audit commitment.

 

Motion by Rocky Baker to approve the Audit Engagement Letter from Evans Poulsen & Catmull as presented and authorize the Mayor and City Clerk to sign.  Second by Dick Galbraith. Roll-Call Vote:  Rocky Baker – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye; Joanne Justesen – Aye.

 

Discuss Fees for Use of Recreation Vehicle Park

Those present discussed raising the Recreation Vehicle Park fees for the 2016-17 Fiscal Year.

 

After discussion, this item was tabled for a future Public Hearing regarding the rate increase.

 

Discuss/Approve Resolution No. 2016-4 Tree Committee Modification

A RESOLUTION OF THE MAYOR AND THE CITY COUNCIL OF THE CITY OF HEYBURN, IDAHO, DECLARING THE MODIFICATION OF THE TREE COMMITTEE TO APPOINT THE HEYBURN PARKS DEPARTMENT AS THE CITY’S TREE COMMITTEE, TO SERVE IN CONJUNCTION WITH OR, IN PLACE OF THE CURRENT HEYBURN TREE COMMITTEE IF THE HEYBURN TREE COMMITTEE SHOULD BECOME INACTIVE, AND PROVIDING AN EFFECTIVE DATE.

Discuss/Declare L & 18th Street Wastewater Pipe Repair as an Emergency

Motion by Joanne Justesen to declare the repair work for the wastewater pipe on L & 18th Street as an emergency. Second by Dick Galbraith.  Roll-Call Vote:  Rocky Baker – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye; Joanne Justesen – Aye.

 

Discuss/Approve HDR, Inc. Wastewater Facilities Planning Scope of Work

Motion by Rocky Baker to approve the HDR, Inc. Wastewater Facilities Planning Scope of Work with the conditions that were discussed at the staff meeting held on September 23, 2016 included in the agreement. Discuss/Approve J-U-B Engineers Inc. Wastewater Facilities Planning Scope of Work

Discuss/Approve Submittal of Heyburn Wastewater Planning Grant Application

Discuss/Approve Resolution No. 2016-3 Authorizing Mayor to Sign all Documents Relating to the Wastewater Planning Grant

A RESOLUTION OF THE MAYOR AND THE CITY COUNCIL OF THE CITY OF HEYBURN, IDAHO, Authorizing the Mayor to sign all applicationS, Grant Agreements, and other documents relating to the Idaho Department of environmental quality Wastewater planning grants.

 

Motion by Dick Galbraith to approve Resolution No. 2016-3 authorizing Mayor to sign all documents relating to the Wastewater Planning Grant. Second by Rocky Baker.  Roll-Call Vote:  Rocky Baker – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye; Joanne Justesen – Aye.

 

Discuss/Approve Canceling the October 12, 2016 Council Meeting

Those present discussed canceling the October 12, 2016 Council Meeting due to the lack of a quorum.

Review of Monthly Department Head Reports

The September 2016 Monthly Department Head Reports were reviewed by those present.

 

Mayor’s Time & Committee Reports

Mayor Gallegos turned the time over to Police Chief Dan Bristol to announce the hire of former reserve officer Ririe Thomander to the Heyburn Police Department full time.

 

Mayor Gallegos presented a thank you letter from the Minidoka County School District #331 for the 2016 Lunch in the Park Program.

 

Mayor Gallegos presented a Letter of Appreciation for the Central Park Flag Pole Renovation Project completed by Micael Bailey for an Eagle Scout Project.

 

Mayor Gallegos stated she has not received any suggestions as to what type of sign the City would like to see donated from Moyle’s. After a brief discussion, it was decided to ask Moyle’s to prepare a sign design to bring before City Council for approval.

 

Superintendent Greg Richins presented options for completing the 21st Street Project from O Street to the intersection on 21st and Highway 30. Those present thanked Mr. Richins for the update.
