Meeting conducted by Mayor Cleo Gallegos who welcomed everyone to the meeting.
Boy Scout Jared Bailey then led those present in the Pledge of Allegiance.
Mayor Gallegos asked for a motion to amend the agenda to include Total Waste Management as item #10 and move Public Comment and Executive Session to #11 and #12, the reason is the new sanitation service provider commences services soon and has information regarding the transition that would need addressed before the next regularly scheduled council meeting.

Discuss/Approve Minutes of the February 24, 2016 Council Meeting

Discuss/Approve Setting the Public Hearing Date for the 2016-17 FY Budget
City Clerk Ashlee Langley suggested August 24, 2016 at 7:00 PM for the 2016-17 FY Budget Public Hearing which is the regularly scheduled second council meeting date.
Motion by Dick Galbraith to set the 2016-17 FY Budget Public Hearing for Wednesday, August 24, 2016 at 7:00 PM. Second by Joanne Justesen. Roll-Call Vote: Rocky Baker – Aye; Joanne Justesen – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.
Discuss/Approve Direct Deposit Agreement with First Federal Bank & Employee Policy
City Clerk Ashlee Langley presented the First Federal Saving Bank Direct Deposit Authorization Form and contract to those present.
City Superintendent presented options to the council regarding employee participation.
Motion by Dick Galbraith to approve the Direct Deposit Authorization Form and Contract with First Federal Saving Bank and authorize a Compulsory Direct Deposit Policy to be put in place for all city employees. Discuss Electric Cost of Service Study
Jo Elg with United Electric presented the latest figures provided from Bob Brooks with Brooks Associates. This information was a four year plan that consisted of an initial 10% retail rate increase. The City would then conduct a rate review every year for the next three years during the budget process. If a rate adjustment is warranted at the yearly review the City would then need to look at whether or not they would want to implement that.
Bob Brooks will put together a cost of service analysis by class for the next council meeting based on the 10% overall retail rate increase.
Motion by Dusty Galliher to approve the Cost of Service Study figures with a 10% overall retail rate increase to get figures by class from Bob Brooks for the next council meeting. Discuss/Approve Imperial Asphalt Quote for Heyburn Crack Seal 2016
City Superintendent Greg Richins presented the quote from Imperial Asphalt for Heyburn Crack Seal 2016. Mr. Richins explained that this quote would take care of the entire McBride Subdivision.
Motion by Rocky Baker to approve the Imperial Asphalt Quote in the amount of $11,745.00 for Heyburn Crack Seal 2016 for McBride Subdivision. Second by Joanne Justesen. Roll-Call Vote: Rocky Baker – Aye; Joanne Justesen – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.
Discuss/Approve Dates for Spring Clean-up 2016
Those present discussed possible dates for Spring Clean-up 2016.
Motion by Joanne Justesen to set April 30th thru May 7th as the dates for Spring Clean-up 2016. Second by Rocky Baker. Roll-Call Vote: Rocky Baker – Aye; Joanne Justesen – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.
Discuss/Approve Participation in Operation Facelift 2016
Those present discussed participating in Operation Facelift 2016. The dates for this year’s event will be June 6th thru June 17th. Those present discussed potential projects as well as setting up a Suggestion Box at City Hall.
After discussion, this item was tabled to the April 27, 2016 Council Meeting to discuss potential projects and suggestions placed in the Suggestion Box.
Discuss/Approve Minidoka County Fire Protection District Letter of Support
City Superintendent Greg Richins explained the letter of support to the Minidoka Fire Protection District for the funding of a new EMS Light Rescue 4x4 vehicle from the Idaho EMS Bureau.
Councilman Rocky Baker stated that he would like to abstain from the Minidoka Fire Protection District voting because he is a commissioner of the Minidoka County Fire Protection District and would create a conflict of interest.
Motion by Joanne Justesen to approve the letter of support to the Minidoka County Fire Protection District for the funding of a new EMS Light Rescue 4x4 vehicle. Second by Dick Galbraith. Vote: Rocky Baker – Abstain; Joanne Justesen – Aye; Dick Galbraith – Aye; Dusty Galliher – Aye.
Total Waste Management Sanitation Service Update
Lyle Santos from Total Waste Management presented information regarding the sanitation service transition.
