Budget Work Session
Those present worked on the 2016-17 budget.

Discuss/Approve Minutes of the May 25, 2016 Special & Regular Council Meeting
Motion by Dick Galbraith to approve the minutes of the May 25, 2016 Special & Regular Council Meeting as presented. Second by Joanne Justesen. Roll-Call Vote: Rocky Baker – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye; Joanne Justesen – Aye.
Discuss/Approve Paying the Bills

Discuss/Approve Canceling the June 22, 2016 Council Meeting
Those present discussed canceling the June 22, 2016 Council Meeting due to the lack of attendance.
Motion by Dusty Galliher to cancel the June 22, 2016 Council Meeting due to a lack of attendance. Second by Rocky Baker. Roll-Call Vote: Rocky Baker – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye; Joanne Justesen – Aye.
Discuss/Approve 21st Street Light Bid
City Superintendent Greg Richins presented options for street lighting on 21st Street for Phase 1 of the 21st Street Project.
Motion by Dick Galbraith to approve the 21st Street Light Head bid with CED – Burley in the amount of $8,471.70 and have United Electric perform the installation in the amount of $8,236.08. Second by Dusty Galliher. Roll-Call Vote: Rocky Baker – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye; Joanne Justesen – Aye.
Discuss Electric Connection Fees
City Superintendent Greg Richins presented the option of putting an Electric Connection Fee in place.
After discussion, this item was tabled to the July 13, 2016 Council Meeting.
Discuss/Approve Wastewater Facilities Study Engineers
City Superintendent Greg Richins presented the outcome of the scoring for the Wastewater Facilities Study RFP’s. Discussion regarding the different applicants.
Motion by Dick Galbraith to approve entering into negotiations with J-U-B Engineers for the Wastewater Collection System Facilities Plan. Second by Dusty Galliher. Roll-Call Vote: Rocky Baker – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye; Joanne Justesen – Aye.
Joanne Justesen opposed entering negotiations with J-U-B Engineers over HDR Engineers for the Wastewater Treatment Plant Facilities Plan because the cumulative scores were higher for HDR Engineers and that such higher score reflected the opinions of professionals in the field; she felt strongly that their opinions should be considered in deciding what firm to proceed with.
Motion by Rocky Baker to approve entering into negotiations with J-U-B Engineers for the Wastewater Treatment Plant Facilities Plan. Second by Dusty Galliher. Roll-Call Vote: Rocky Baker – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye; Joanne Justesen – Nay.
Discuss/Approve 2016-17 Detailed Budget Work Session
Those present felt no need for additional budget work sessions.
