Meeting Minutes

Guests Present: Justin Mettler, Kirk Taylor, Kody Taylor, Mike Painter, Larry Olsen, Norma Olsen, Eric Quitugua, Mark Hanes, Karen Hanes, Leann Smith, Andrew May

 

Call Meeting to Order

The Planning & Zoning meeting was called to order at 7:01 p.m. by Chairman Russ Smith.

 

Roll Call & Declaration of Quorum

Chairman Russ Smith, Juanita Teeter, Maureen Newton, and Tony Morley Planning & Zoning Administrator.

 

A quorum was present.

 

Declaration of Conflict of Interest

No conflict of interest.

 

Approve the Minutes of the January 12, 2016 Planning & Zoning Meeting

Motion by Maureen Newton to approve the minutes if the January 12, 2016 Planning & Zoning meeting as presented.  Second by Juanita Teeter.  Motion carried unanimously.

 

New Business

No new business to discuss.

 

River Mist Subdivision – Preliminary & Final Plat Combined

  • Variance combined with plat application

 

Kody Taylor presented information on the application submitted by HOH, LLC. This application is for the property located on the South side of 16th Street, West side of S Street, East side of T Street, and North side of 15th Street.

 

Chairman Russ Smith opened the public hearing.

 

Those speaking in favor of the River Mist Subdivision were: None.

 

Those speaking against the River Mist Subdivision were:  None.

 

Those speaking neither against nor in favor of the River Mist Subdivision were: None

 

 

 

 

Discussion:

  • There was discussion concerning the alley and how it was to be used. Kody Taylor said that they intended to gravel it and the trash pickup could be done there.
  • The Variance was approved contingent upon the final plat approval for the subdivision by the City Council.
  • Motion made by Maureen Newton that the P&Z Commission recommend that the preliminary and final plat be forwarded to the City Council for approval.

 

 

Hearing no further comments, Chairman Russ Smith closed the public hearing.

 

Motion by Maureen Newton to approve the Preliminary & Final Plat Combined for River Mist Subdivision, presented by HOH, LLC. This application is for the property located on the South side of 16th Street, West side of S Street, East side of T Street, and North side of 15th Street with conditions.  Second by Juanita Teeter.  Motion carried unanimously.

 

Conditions

            -Recommendation – the City Council approves with the variance

           

Heyburn Zoning Ordinance Amendments:

Those present discussed possible changes to the Heyburn Zoning Ordinance.

  •   Chapters 12 and 21
  •   Chapters 14, 15, 16
  •   Chapters 17
  •   Chapters 18

 

Tony Morley presented the changes on the Heyburn Zoning Ordinance.

 

Motion by Juanita Teeter to present the discussed changes to the Heyburn Zoning Ordinance to Heyburn City Council for approval.  Second by Maureen Newton.  Motion carried unanimously.
