City of Heyburn Council Meeting Minutes
February 24, 2016
7:00 P.M.

 

 

Mayor: Cleo Gallegos.

 

Council Present: Rocky Baker, Dick Galbraith, Dusty Galliher, and Joanne Justesen.

 

Employees Present:

Greg Richins, Michael Tribe, Eric Christensen, Ralph Martini, Mike Devers, Dan Bristol, and Ashlee Langley.

           

Visitors Present:

Larraine Kluzik, Ronald Kluzik, Heather Petersen, Eric Quitugua, Davis Vansant, Karen Vansant, and Rose Schmitt.  

 

Meeting conducted by Mayor Cleo Gallegos who welcomed everyone to the meeting.

 

Heyburn City Resident Larraine Kluzik then led those present in the Pledge of Allegiance.

 

Mayor Cleo Gallegos announced there has been an amendment to the original agenda to include Executive Session as per Idaho Code 74-206 (1) (b) & (f) as item #8, the reason is there are time sensitive matters that need discussed before the next council meeting. Mayor Gallegos asked for a motion to approve the amended agenda as per Idaho Code 74-205 (4) (b).

 

Motion by Dusty Galliher to accept the amended agenda as per Idaho Code 74-205 (4) (b) to include Executive Session as per Idaho Code 74-206 (b) & (f) as item #8, the reason is that there are time sensitive matters that need discussion before the next council meeting. Second by Dick Galbraith.   Roll Call Vote: Rocky Baker – Aye; Joanne Justesen – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.

 

Discuss/Approve Minutes of the February 10, 2016 Regular Council Meeting & the February 16, 2016 Special Council Meeting

Motion by Joanne Justesen to approve the minutes of the February 10, 2016 Regular Council Meeting & the February 16, 2016 Special Council Meeting as presented. Second by Dick Galbraith.  Roll-Call Vote:  Rocky Baker – Aye; Joanne Justesen – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye. 

 

Discuss/Approve Paying the Bills

Motion by Joanne Justesen to approve the bills excluding the Control Systems Technology check in the amount of $9,319.50. Second by Rocky Baker. Roll-Call Vote: Rocky Baker – Aye; Joanne Justesen – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye. 

 

Discuss/Approve 21st Street Reconstruction Project Final Invoice

City Superintendent Greg Richins presented the 21st Street Reconstruction Project Final Invoice Package from the Local Highway Technical Assistance Council to those present. Mr. Richins recommended the City Council authorize the Mayor to sign form ITD-771 and authorize payment in the amount of $1,531.42 to Keller Associates.

 

ITD will refund the City for 92.66% of the payment.

 

Motion by Dick Galbraith to approve the 21st Street Reconstruction Project Final Invoice Package and authorize the Mayors signature as well as payment in the amount of $1,531.42.  Second by Joanne Justesen. Roll-Call Vote: Rocky Baker – Aye; Joanne Justesen – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye. 

 

Discuss Electric Cost of Service Study

Those present discussed the figures provided from Bob Brooks with Brooks Associates.

 

After discussion, this item was tabled.

 

Discuss/Approve Cost Comparison on Tablets & Emails

City Superintendent Greg Richins presented quotes on upgrading city emails and purchasing city issued tablets.

 

Motion by Dusty Galliher to approve the purchase of I Pad Air tablets with keyboards, and cases, and to use Hoops Tech of Burley to help setup google as the cities email host. Second by Rocky Baker. Roll-Call Vote: Rocky Baker – Aye; Joanne Justesen – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye. 

 

Review Monthly Department Head Reports

The February Monthly Department Head Reports were reviewed by those present.

 

Executive Session

Pursuant to Idaho Code 74-206 (1) (b) to consider the evaluation, dismissal or disciplining of, or to hear complaints or charges brought against, a public officer, employee, staff member or individual agent, or public school student & (f) to communicate with legal counsel for the public agency to discuss the legal ramifications of and legal options for pending litigation, or controversies not yet being litigated but imminently likely to be litigated.

Motion by Dusty Galliher to go into Executive Session as per Idaho Code 74-206 (1) (b) & (f) for personnel and pending litigation.  Second by Joanne Justesen.  Roll Call Vote:  Rocky Baker – Aye; Joanne Justesen – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.
