January 27, 2016 Council Meeting Minutes

Meeting conducted by Mayor Cleo Gallegos who welcomed everyone to the meeting.
Police Chief Dan Bristol then led those present in the Pledge of Allegiance.
Discuss/Approve Minutes of the January 13, 2016 Regular Council Meeting & the January 21, 2016 Special Council Meeting
Motion by Joanne Justesen to approve the minutes of the January 13, 2016 Regular Council Meeting & the January 21, 2016 Special Council Meeting as presented. Second by Rocky Baker. Roll-Call Vote: Rocky Baker – Aye; Joanne Justesen – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.
Discuss/Approve Paying the Bills

Public Hearing on the Preliminary Plat for the Boulevard Phase 1 Development
-Submitted by Terra Firma Development, LLC
Mayor Cleo Gallegos opened the public hearing.
Planning & Zoning Administrator Paul Aston presented information on the Preliminary Plat for the Boulevard Phase 1 Development. He stated the Planning and Zoning Commission recommended the approval of the Preliminary Plat with a few stipulations.

- Planning and Zoning: Bugs /Smell / Dust etc. Nuisance Agreement
City Superintendent Greg Richins presented a list of concerns that were brought up at a City Staff meeting.
- No place to turn around for snow removal.
2. The water connection at Kings Row & 21st Street does not exist because the Interim Developer’s Agreement drafted in August of 2015 was never signed.
- Service connection must be re-located to active water lines.
- Pressure Sewer line must be re- located to the commons area (30 foot easement).
- Pressure Sewer line must be relocated to the property line between
Lot #’s 15 & 16.
- Fire Hydrant must be re-located to an active waterline.
7. Active Water lines stop at the valves.
- Dedicated Utility Easements (30 feet).
- Storm water management – on site.

Those speaking in favor of the Preliminary Plat for the Boulevard Phase 1 Development were: None.

Ryan Moyle
City Resident Ryan Moyle expressed his concerns regarding the development being next to Moyle Mink Farm and Tannery. Mr. Moyle was in favor of the Waiver of Nuisance.
Those speaking neither against nor in favor of the Preliminary Plat for the Boulevard Phase 1 Development were: None
Hearing no further comments, Mayor Cleo Gallegos closed the public hearing.
Discuss/Approve the Preliminary Plat for the Boulevard Phase 1 Development
Motion by Rocky Baker to approve the Preliminary Plat for the Boulevard Phase 1 Development with the stipulations made by Planning & Zoning, the Waiver of Nuisance, and the City Staff Review Notes to be included on the final plat. Second by Joanne Justesen. Roll-Call Vote: Rocky Baker – Aye; Joanne Justesen – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.
Discuss/Approve Pole Re-Locations
Motion by Rocky Baker to approve Option #2 of the Pole Re-location Plan contingent upon the attainment of an easement from the Church located on Villa Drive. Second by Joanne Justesen. Roll-Call Vote: Rocky Baker – Aye; Joanne Justesen – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.
Discuss “W” Street Lift Station PER – Robert Ramsey
Robert Ramsey from Civil Science presented the “W” Street Lift Station Preliminary Engineering Report to those present.
This Preliminary Engineering Report was originally for a proposed residential development between Y Street and W Street between 18th Street and 21st Street. The purpose of this report was to verify if the existing sanitary sewer mains were capable of handling the additional capacity brought on by the new development.
Robert Ramsey will provide a revised scope to present at the February 10, 2016.
Discuss Electrical Metering Requirement for New Construction
Those present discussed options for providing a modern standard for electric and water meters for new construction. No decisions were made.
Review of January Monthly Department Head Reports
The January Monthly Department Head Reports were reviewed by those present.
