Budget Work Session

Those present worked on the 2016-17 budget.

Welcome & Pledge

Mayor Gallegos asked Heyburn Water Department Manager Eric Christensen to lead those present in the Pledge of Allegiance.

 

Discuss/Approve Minutes of the June 08, 2016 Special & Regular Council Meeting and June 15, 2016 Special Council Meeting

Motion by Dusty Galliher to approve the minutes of June 08, 2016 Special & Regular Council Meeting and the June 15, 2016 Special Council Meeting as presented.  Second by Joanne Justesen.  Roll-Call Vote:  Rocky Baker – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye; Joanne Justesen – Aye.

 

Discuss/Approve Paying the Bills

Motion by ­­Joanne Justesen to approve the bills as presented.  Second by Rocky Baker. Roll-Call Vote:  Rocky Baker – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye; Joanne Justesen – Aye.

 

Discuss/Approve IGWA-SWC Agreement Payment

City Attorney Michael Tribe presented information regarding IGWA-SWC annual membership payment to those present. Mr. Tribe recommended the City move forward with the payment in the amount of $1,500.00.

 

Motion by Joanne Justesen to approve issuing payment in the amount of $1,500.00 to IGWA-SWC for the annual membership renewal.  Second by Dusty Galliher. Roll-Call Vote:  Rocky Baker – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye; Joanne Justesen – Aye.

 

Discuss/Approve Quote on Audio System for Council Chambers         

City Superintendent Greg Richins presented a quote for the purchase of an updated audio system for the Council Chambers.

 

After discussion, this item was tabled.

 

Discuss/Approve Waiver of Fees for Use of Riverside Park:

a)         A Jog with Christ - September 10, 2016 - Hannah Ryals

Hannah Ryals asked the city council members to waive the fees for the use the Riverside Park Amphitheater for A Jog with Christ event on September 10, 2016.  

 

Motion by ­­­­­­­­­­­­­­­­­­Rocky Baker to approve waiving the fees for the use of Riverside Park Amphitheater for A Jog with Christ event on September 10, 2016 but to require liability insurance and a deposit.  Second by Joanne Justesen. Roll-Call Vote:  Rocky Baker – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye; Joanne Justesen – Aye.

a)         The Springs Calvary Chapel – August 5, 2016 – Michael Yost

Jesse Mock asked the city council members to waive the fees for the use of the Riverside Park Amphitheater for The Springs Calvary Chapel on August 5, 2016.  

 

Motion by ­­­­­­­­­­­­­­­­­­Joanne Justesen to approve waiving the fees for the use of Riverside Park for the Springs Calvary Chapel on August 5, 2016 but to require liability insurance and a deposit.  Second by Rocky Baker. Roll-Call Vote:  Rocky Baker – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye; Joanne Justesen – Aye.

 

Discuss/Ratify Continuation of Heyburn Schools SR2S Grant

City Superintendent Greg Richins asked the city council members if they would like to continue with the Heyburn Schools SR2S Grant.

 

Motion by Joanne Justesen to approve/ratify the continuation of the Heyburn Schools SR2S Grant with a scope and budgetary costs in place that do not exceed $287,000.00.  Second by Dick Galbraith. Roll-Call Vote:  Rocky Baker – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye; Joanne Justesen – Aye.

 

Discuss/Approve Post Office Lease Agreement

City Attorney Michael Tribe presented a proposal from the Heyburn Post Office to negotiate a two year Lease Agreement. Mr. Tribe asked the council for a motion to enter into negotiations.

 

Motion by Dusty Galliher to enter into negotiations with the Heyburn Post Office for Lease Agreement Terms.  Second by Joanne Justesen. Roll-Call Vote:  Rocky Baker – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye; Joanne Justesen – Aye.

 

Discuss/Approve New Wastewater Welding Shop Fence

City Superintendent Greg Richins presented a quote for a fence to be installed around the New Welding Shop located at 1811 15th Street.

 

After discussion, this item was tabled to the next agenda.

 

Discuss/Declare Surplus Items

City Superintendent Greg Richins asked for the City Council to declare a list of Surplus Items.

 

Motion by ­­­­­­­­­­­­­­­­­Dusty Galliher to declare the list provided by the Superintendent as surplus equipment and designate the Superintendent to properly dispose of the items listed.  Second by Dick Galbraith. Roll-Call Vote:  Rocky Baker – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye; Joanne Justesen – Aye.

 

Review of Monthly Department Head Reports

The June Monthly Department Head Reports were reviewed by those present.

 

Discuss Using Wastewater Treatment Plant as a Disposal Site

Those present discussed no longer using the Wastewater Treatment Plant as a disposal site.
