Mayor: Mayor Cleo Gallegos.

 

Council Present: Chad Anderson, Dick Galbraith, Joanne Justesen, and Rose Schmitt.

 

Employees Present:

Tony Morley, Ashlee Langley, and Paul Ross. 

 

Budget Work Session for the FY 2018-19 Budget

Those present discussed budget figures for the fiscal year 2018-19 budget. Mr. Morley explained new line items that were added to the budget and the reasoning behind doing so. Those present went through the budget by department and discussed various projects and plans for the upcoming fiscal year.

 

Motion to Adjourn

Mayor Cleo Gallegos asked for a motion to adjourn the meeting.

 

Motion by Chad Anderson to adjourn the special council meeting.  Second by Dick Galbraith.  Roll-Call Vote:   Chad Anderson – Aye; Dick Galbraith – Aye; Joanne Justesen – Aye; Rose Schmitt – Aye.

Council Present: Chad Anderson, Dick Galbraith, Joanne Justesen, and Rose Schmitt.

Welcome & Pledge

Meeting conducted by Mayor Cleo Gallegos who welcomed everyone to the meeting.

 

Mayor Gallegos asked Police Chief Dan Bristol to lead those present in the Pledge of Allegiance.

 

Discuss / Approve Minutes of the May 23, 2018 Council Meeting & Public Hearing & the June 05, 2018 City Council Work Session – ACTION ITEM

Motion by Dick Galbraith to approve the minutes of the May 23, 2018 Council Meeting & Public Hearing & the June 05, 2018 City Council Work Sessionas presented.  Second by Joanne Justesen.  Roll-Call Vote:   Chad Anderson – Abstain; Dick Galbraith – Aye; Joanne Justesen – Aye; Rose Schmitt – Aye.

 

Discuss / Approve Paying the Bills – ACTION ITEM

Motion by Dick Galbraith to approve the bills as presented.  Second by Chad Anderson.  Roll-Call Vote:   Chad Anderson – Aye; Dick Galbraith – Aye; Joanne Justesen – Aye; Rose Schmitt – Aye.

 

Discuss / Approve Waiver of Fees for the Use of Riverside Park – Chamber of Commerce, Sarah Seymour - ACTION ITEM

This item was tabled.

 

Discuss / Approve Advanced Metering Infrastructure Agreement with Sensus USA, Inc.- ACTION ITEM

After a brief discussion regarding the terms and conditions of the agreement with Legal Counsel Paul Ross, this item was tabled.

 

Discuss / Approve Caselle Software & Services Proposals - ACTION ITEM

Those present reviewed a proposal from Caselle, Inc., Provo, Utah for the purchase of Government Software and Services. The upfront cost of the Caselle software is $31,032 with an additional fee of $2,035 per month for six (6) concurrent user licenses. The proposed software would be used to perform utility billing, accounts payable, payroll and accounting functions of the city.  

 

 

Motion by Dick Galbraith to approve the purchase of Caselle Government Software & Services in the amount of $31,032 with a monthly fee of $2,035, authorizing the Mayors signature on the agreements presented.  Second by Rose Schmitt.  Roll-Call Vote:   Chad Anderson – Aye; Dick Galbraith – Aye; Joanne Justesen – Aye; Rose Schmitt – Aye.

 

Discuss / Approve Environmental Protection Agency Draft Administrative Order on Consent - ACTION ITEM

Motion by Dick Galbraith to approve the Environmental Protection Agency Draft Administrative Order on Consent as presented.  Second by Rose Schmitt.  Roll-Call Vote:   Chad Anderson – Aye; Dick Galbraith – Aye; Joanne Justesen – Aye; Rose Schmitt – Aye.

 

Mayors Time & Committee Reports

Council President Joanne Justesen provided those present on an update on the Joint Powers Animal Control meeting. Mrs. Justesen provided the General Ledger and amount of animals taken in from Heyburn over the last year. Mrs. Justesen stated there was also talk about touring the Twin Falls shelter to get a better idea of what the Mini-Cassia shelter would look like if it were to go through.

 

Mayor Gallegos turned the time over to Police Chief Dan Bristol.

 

Police Chief Dan Bristol stated the speed limit in Greenbrier is now officially 15 miles per hour.

 

Mayor Cleo Gallegos informed those present that she was contacted by David Hruza for a possible donation to the Chamber of Commerce Golf Tournament. Mayor Gallegos stated this may come before the city council for discussion and possible approval.

 

Mayor Gallegos stated an article was in the newspaper regarding donations for the pickle ball courts to be built on Central Park’s old tennis courts. Mayor Gallegos encouraged the city council to participate in the process of converting those courts as much as possible.

Executive Session

Pursuant to Idaho Code 74-206(1)(f) to communicate with legal counsel for the public agency to discuss the legal ramifications of and legal options for pending litigation, or controversies not yet being litigated but imminently likely to be litigated. The mere presence of legal counsel at an executive session does not satisfy this requirement.
