April 11, 2018
7:00 P.M.

 

 

Mayor: Mayor Cleo Gallegos.

 

Council Present: Chad Anderson, Dick Galbraith, Joanne Justesen, and Rose Schmitt.

 

Employees Present:

Dan Bristol, Noah Shiner, Cole Kuta, Ririe Thomander, Russell Carsner, James Kilton, Tony Morley, Ashlee Langley, and Paul Ross. 

           

Welcome & Pledge

Meeting conducted by Mayor Cleo Gallegos who welcomed everyone to the meeting.

 

Mayor Gallegos asked Corporal James Kilton to lead those present in the Pledge of Allegiance.

 

Discuss / Approve Minutes of the March 28, 2018 Council Meeting & the April 03, 2018 City Council Work Session

Motion by Chad Anderson to approve the minutes of the March 28, 2018 Council Meeting & the April 03, 2018 City Council Work Session as presented.  Second by Joanne Justesen.  Roll-Call Vote:   Chad Anderson – Aye; Dick Galbraith – Aye; Joanne Justesen – Aye; Rose Schmitt – Aye.

 

Discuss / Approve Paying the Bills 

Motion by Dick Galbraith to approve the bills as presented.  Second by Chad Anderson.  Roll-Call Vote:   Chad Anderson – Aye; Dick Galbraith – Aye; Joanne Justesen – Aye; Rose Schmitt – Aye.

 

Discuss / Approve Contribution to Resurface the Mini-Cassia Inline Hockey Rink – Siobhan Weeks

Siobhan Weeks introduced herself as the League President for the Mini-Cassia Inline Hockey Rink Association. Siobhan Weeks presented a bid from Idaho Materials & Construction in the amount of $30,889.10 for the excavation of existing asphalt as well as the placement and compact 2” depth of 3/8” hot mix asphalt. Siobhan Weeks stated the association has managed to come up with $18,000 of the project cost and asked the city council to consider contributing to the remaining $12,889.10 needed.

 

Those present discussed options to donate to the Mini-Cassia Inline Hockey Rink to reach their goal of resurfacing the rink.

 

Motion by Dick Galbraith to approve contributing $2,000 to the Mini-Cassia Inline Hockey Rink for the resurfacing of the rink.  Second by Rose Schmitt.  Roll-Call Vote:   Chad Anderson – Aye; Dick Galbraith – Aye; Joanne Justesen – Aye; Rose Schmitt – Aye.

 

Promotion to Sergeant Presented by Police Chief Dan Bristol

Mayor Cleo Gallegos turned the time over to Police Chief Dan Bristol who informed those present that Corporal James Kilton has been promoted to Sergeant.

 

Mayor Cleo Gallegos presented Mr. Kilton with a new badge. Those present congratulated James Kilton on his advancement.

 

Discuss/Approve Heyburn Post Office Facilities and Ground Maintenance Agreement 

Mayor Cleo Gallegos presented the Heyburn Post Office Facilities and Ground Maintenance Agreement to those present. Mayor Gallegos stated the city has added snow removal into the agreement as well as changing the agreement dates, but due to timing the agreement wasn’t ready for approval. Mayor Cleo Gallegos asked the council to consider tabling this item to the next council meeting in order to allow the Post Office time to review the changes.

 

After a brief discussion regarding the agreement, this item was tabled.

 

Discuss / Approve IT Service Firm

Those present reviewed several quotes for IT Service.

 

Motion by Rose Schmitt to approve the contract with Eminent Technical Solutions selecting Option 2 co-locating with the City of Burley for network infrastructure.  Second by Joanne Justesen.  Roll-Call Vote:   Chad Anderson – Aye; Dick Galbraith – Aye; Joanne Justesen – Aye; Rose Schmitt – Aye.

 

Discuss Implementation of Building Department

City Administrator Tony Morley provided those present with a brief explanation of the timeline to implement the Heyburn Building Department. Mr. Morley stated the implementation date is set for April 30, 2018.

 

Discuss / Adopt Ordinance No. 18-592 Implementation of the Heyburn Building Department – With Suspension of the Rule Requiring Three Readings and Adopt in One Reading

ORDINANCE NO. 18-592
ORDINANCE OF THE CITY OF HEYBURN, CREATING, ADOPTING, AND ESTABLISHING A BUILDING DEPARTMENT WITHIN THE CITY AND PROVIDING EFFECTIVE DATE.

 

Motion by Joanne Justesen to have City Attorney Paul Ross read Ordinance No. 18-592 Implementation of the Heyburn Building Department with suspension of the rule requiring three readings and adopt on its first and only reading.  Second by Rose Schmitt. Roll-Call Vote:   Chad Anderson – Aye; Dick Galbraith – Aye; Joanne Justesen – Aye; Rose Schmitt – Aye.

 

City Attorney Paul Ross read Ordinance No. 18-592 by title only.

 

Discuss / Approve 2nd Quarter Treasurers Financial Report

Motion by Dick Galbraith to approve the 2nd Quarter Treasurers Financial Report as presented.  Second by Joanne Justesen.  Roll-Call Vote:   Chad Anderson – Aye; Dick Galbraith – Aye; Joanne Justesen – Aye; Rose Schmitt – Aye.

 

Mayors Time & Committee Reports

Council President Joanne Justesen provided those present with an update from the latest Minidoka Joint Powers Animal Control meeting. Mrs. Justesen stated the second annual Dessert for Dogs fundraiser is being held April 12, 2018 from 6:30 PM – 8:30 PM at Morey’s Steakhouse and encourage everyone to attend and support the organization.
