City of Heyburn Council Meeting Minutes

November 14, 2012

7:00 P.M.

 

Council Present:
Rocky Baker, Joanne Justesen and Leann Smith.  Cleo Gallegos – excused.   

Employees Present:
Greg Richins, Dan Bristol, Steven Tuft, and Deborah Hopkins.   

Visitors Present: 
Ralph Williams, Mike Brown, Leisel Snyder, Mike Decker, Dan & Donna Bush, Noel Santana, John Gillette, Paul Aston, and Jeff Poulsen.

Meeting conducted by Mayor George A. Anderson.  Mayor Anderson amended the agenda to include as Item No. 3B:  Discuss/Report BPA Rates – Ralph Williams.  The reason is the electric rates from Bonneville Power have just been released and the council needs to be aware of the upcoming potential changes.

 Mayor Anderson then led those present in the Pledge of Allegiance.   

Approve Minutes of the October 24, 2012 Council Meeting and the October 30, 2012 Special Council Meeting   
Motion by Joanne Justesen to approve the minutes of the October 24, 2012 council meeting and the October 30, 2012 special council meeting as presented.  Second by Leann Smith.  Vote:  Rocky Baker – Aye; Leann Smith – Aye; Joanne Justesen - Aye.   

Discuss/Approve Paying the Bills
Motion by Rocky Baker to approve paying the bills as presented.  Second by Joanne Justesen.  Vote:  Leann Smith - Aye; Rocky Baker – Aye; Joanne Justesen - Aye. 

Discuss/Approve Payment of Acquisition of Rights of Way for the 21st Street Project
Motion by Joanne Justesen to approve payment of the Acquisition of Rights of Way for the 21st Street Project.  Second by Leann Smith.  Vote:  Leann Smith - Aye; Rocky Baker – Aye; Joanne Justesen - Aye. 

Discuss/Report on BPA Rates – Ralph Williams
City Electric Consultant Ralph Williams briefed the council on the proposed new electric rates from Bonneville Power that if implemented would go into effect October 1, 2013.  He informed those present the initial rate increase quoted from BPA were 9.6% on energy and 13% on transmission.  He also stated if the cost of transmission was increased, it would be the first increase in eight years.  Because of these increases, he stated the City of Heyburn would need to conduct another electric COSA early in the spring. 

Discuss/Approve Loan to the Heyburn Urban Renewal Agency to Pay Bills

Motion by Leann Smith to approve the loan to the Heyburn Urban Renewal Agency to pay bills in the amount of $1,175.50.  Second by Rocky Baker.  Vote:   Leann Smith - Aye; Rocky Baker – Aye; Joanne Justesen - Aye. 

 

Discuss/Approve Ordinance No. 557 – Zoning Review Prior to Issuance of a Building Permit - Third Reading
Motion by Leann Smith to have City Attorney Steven Tuft read Ordinance No. 557 by title only for the third reading.  Second by Joanne Justesen.  Vote:  Leann Smith - Aye; Rocky Baker – Aye; Joanne Justesen - Aye. 

City Attorney Steven Tuft read Ordinance No. 557 by title only for the third reading.  He recommended not adopting this ordinance until confirmation has been received by the City of Rupert and Minidoka County. 

Discuss/Approve/Accept the FY 2011-12 Audit - Jeff Poulsen – Evans & Poulsen
Jeff Poulsen from Evans & Poulsen presented the FY 2011-12 audit to the mayor and councilmembers.  He stated the City of Heyburn had a clean audit which is what he, as an auditor, likes to see.  He then reviewed the data in graph form representing the various funds of the City.  He also expressed his appreciation to everyone who took the time to visit with him and answer questions. 

Motion by Leann Smith accept the FY 2011-12 Audit as prepared by Evans & Poulsen.  Second by Joanne Justesen.  Vote:  Rocky Baker – Aye; Leann Smith – Aye; Joanne Justesen – Aye.

Discuss/Approve IDEA Lighting Notice to Proceed – Dan Bush - CED

Dan Bush from CED explained this would replace the 63 existing bridge and street lights along Highway 30 north to 21st Street.  He also explained how the process works and the rebate available from IDEA.  A sample street light was presented for demonstration purposes by Mike Decker.  Mr. Decker explained that by switching to LED lighting, the City of Heyburn would save half the cost on energy consumption.  City Superintendent Greg Richins explained the quote was just for the parts.  The City of Heyburn crew would do the actual installation of the lights. 

City Superintendent Richins was directed to get two more quotes from other vendors.  This item will be on the November 28, 2012 city council agenda. 

Discuss/Approve Amending Heyburn Code 8-2-2 Above Grade Storage Tanks – Paul Aston & Mike Brown 

Paul Aston, City of Heyburn Planning & Zoning Administrator presented a draft of Heyburn City Code Section 8-2-2.  He stated he presented this information just as a starting point for discussion purposes.  It was suggested that gases be listed in a separate section.  This item will be revised and brought back to a future council meeting for further discussion.  

The council meeting ended at 8:26 PM.
