City of Heyburn Council Meeting Minutes

September 26, 2012

7:00 P.M.

 

Council Present:

Rocky Baker, Cleo Gallegos, Joanne Justesen and Leann Smith.   

 

Employees Present:

Greg Richins, Dan Bristol, Steven Tuft and Deborah Hopkins.     

 

Visitors Present: 

Leisel Snyder.

 

Meeting conducted by Mayor George A. Anderson.  Mayor Anderson then led those present in the Pledge of Allegiance.   

 

Mayor Anderson asked for a motion to amend the agenda to include the following:  Item 2B – Approve Payment of Acquisition of Rights of Way for the 21st Street Project for the following reason:  We have promised to make prompt payment.

 

Motion by Joanne Justesen to amend the agenda to include Item 2B – Approve Payment of Acquisition of Rights of Way for the 21st Street Project.  Second by Leann Smith.  Vote:  Cleo Gallegos - Aye; Rocky Baker – Aye; Leann Smith – Aye; Joanne Justesen - Aye.  

 

Approve Minutes of the September 12, 2012 Council Meeting   

Motion by Leann Smith to approve the minutes of the September 12, 2012 council meeting as presented.  Second by Joanne Justesen.  Vote:  Cleo Gallegos - Aye; Rocky Baker – Aye; Leann Smith – Aye; Joanne Justesen - Aye.   

 

Discuss/Approve Paying the Bills

Approve Payment of Acquisition of Rights of Way and Temporary Construction Easements for the 21st Street Project

Discuss/Approve Ordinance No. 553 – Amending Code 3-6-6 Modifying Type and Size of Garbage Containers – Third Reading

Motion by Leann Smith to read Ordinance No. 553 – Amending Code 3-6-6 Modifying Type and Size of Garbage Containers by title only for the third reading.  Second by Joanne Justesen.  Vote:  Cleo Gallegos – Aye; Leann Smith – Aye; Joanne Justesen – Aye; Rocky Baker – Aye.

 

City Attorney Steven Tuft read Ordinance No. 553 by title only for the third reading.

City Attorney Steven Tuft read Ordinance No. 554 by title only for the third reading.

Discuss/Approve Idaho Low Income Home Energy Assistance Program Direct Vendor Agreement

City Attorney Steven Tuft stated that he had reviewed the Direct Vendor Agreement and had concerns with regard to the references to the Idaho Public Utilities Commission regulations.

 

Motion by Rocky Baker to authorize the mayoral signature on the Idaho Low Income Home Energy Assistance Program Direct Vendor Agreement provided Section III Part 4 was changed to Bonneville Power instead of Idaho Public Utilities Commission.  Second by Joanne Justesen.  Roll Call Vote:  Cleo Gallegos – Aye; Rocky Baker – Aye; Joanne Justesen – Aye; Leann Smith – Aye.

 

Review of Monthly Reports

Councilmembers reviewed the Monthly Reports from the department heads with City Superintendent Greg Richins who provided brief updates to the status of several projects within the city.

 

Discuss/Approve Aerial Photography Expenditure – Greg Richins

City Superintendent Greg Richins explained the need to have aerial photography done of the City of Heyburn.  He stated the City of Burley is having it done and in an effort to reduce costs and share expenses, the City of Heyburn can also have theirs done at an estimated cost of $10,372.

 

Those present discussed the importance of having this done, but also expressed concerns regarding ownership of the software to use the end product as well as the technology needed to fully implement the information.  Funding for this project should it be done was decided to be split between all departments.  Superintendent Richins will follow through with more information to present at the next council meeting.

  Discuss Social Media Policy

The need to have a Social Media Policy was discussed between the mayor and council members present.  It was decided to do more research into the possibility of implementing this form of communication.  This item will be on the next city council meeting for further review.

 Executive Session for Purposes of Personnel as Per Idaho Code 67-2345(a)

Motion by Joanne Justesen to go into executive session for matters of personnel as per Idaho Code 67-2345(a).  Second by Cleo Gallegos.  Roll Call Vote:  Cleo Gallegos – Aye; Rocky Baker – Aye; Joanne Justesen – Aye; Leann Smith – Aye.

 Meeting conducted by Mayor George A. Anderson.  The topic was a matter of personnel.  This matter was discussed with the mayor, council members, and staff present.  Executive Session began at 8:00 PM.  Rocky Baker was excused at 8:08 PM.  The executive session concluded at 8:14 PM.  No decisions were made.
