 City of Heyburn Council Meeting Minutes

January 25, 2012

7:00 P.M.

 

Council Present:

Cleo Gallegos, Leann Smith, Rocky Baker and Joanne Justesen. 

 

Employees Present:

Greg Richins, Steven Tuft and Deborah Hopkins.     

 

Visitors Present: 

Bill and Norma Morrison, Lance Anderson, Paul Aston, Mike Brown, and Jay Lenkersdorfer.

 

Meeting conducted by Mayor George A. Anderson.  Mayor Anderson led those present in the Pledge of Allegiance.  

 

Mayor Anderson amended the agenda to remove Item No. 6 – Discuss/Approve Claim for Payment from Minidoka Memorial Hospital stating the debt has been satisfied. 

 

Approve Minutes of the January 11, 2012 Council Meeting

Motion by Rocky Baker to approve the minutes of the January 11, 2012 council meeting as presented.  Second by Joanne Justesen.  Vote:  Cleo Gallegos - Aye; Joanne Justesen - Aye; Leann Smith - Aye; Rocky Baker - Aye.

 

Discuss/Approve Paying the Bills

Motion by Rocky Baker to approve paying the bills as presented.  Second by Joanne Justesen.  Vote:  Cleo Gallegos - Aye; Leann Smith - Aye; Joanne Justesen - Aye; Rocky Baker - Aye.

 

Discuss/Approve Re-Appointment of Ralph Williams to the Heyburn URA

Mayor Anderson asked that the city council members confirm the re-appointment of Ralph Williams to the Heyburn URA for a five-year term.  Council members expressed their appreciation to Mr. Williams for all he has done and his willingness to serve again stating he was an asset to the committee. 

 

Motion by Leann Smith to confirm the re-appointment of Ralph Williams to the Heyburn URA for a five-year term.  Second by Cleo Gallegos.  Vote:  Cleo Gallegos - Aye; Joanne Justesen - Aye; Leann Smith - Aye; Rocky Baker - Aye.

 

Receive Recommendation from Planning & Zoning Commission on Extension of Final Plat for Alfresco Parkway

Norma Morrison presented the recommendation from the Heyburn Planning & Zoning Commission stating the commission met on Monday, January 23, 2012, and heard testimony from Lance Anderson, project engineer for the Alfresco Parkway.  After hearing testimony, the planning and zoning commission recommended at least a 12-month extension of the Final Plat for the Alfresco Development, and, if at all possible, an 18-month extension.   Mrs. Morrison stated there were several different aspects of the project that could potentially delay the completion of the final plat. 

Discuss/Approve Extension of Final Plat Submittal for the Alfresco Development

Lance Anderson spoke regarding the request for the extension.  He stated their firm, Cache Landmark, has been working on several projects similar to the Alfresco Development in which extensions have been requested.  He cited the recent downturn in the economy as the contributing factor. 

 

Motion by Leann Smith to approve the extension of the Preliminary Plat Submittal for the Alfresco Development granting an 18-month extension contingent upon receiving a letter asking for an 18-month extension by January 31, 2012.  Second by Joanne Justesen.  Vote:  Cleo Gallegos - Aye; Joanne Justesen - Aye; Leann Smith - Aye; Rocky Baker - Aye.

 

Executive Session for Matters of Commerce & Litigation As per Idaho Code Section 67-2345 (e) & (f)

Motion by Rocky Baker to go into executive session for Matters of Commerce and Litigation as per Idaho Code Section 67-2345 (e) and (f).  Second by Joanne Justesen.  Roll Call Vote:  Cleo Gallegos - Aye; Joanne Justesen - Aye; Leann Smith - Aye; Rocky Baker - Aye.

Meeting conducted by Mayor Anderson. The topics were a matter of litigation and a matter of personnel.  These matters were discussed with the mayor, council members and staff.  Executive Session began at 7:32 PM and concluded at 9:00 PM.  No decisions were made. 

 

The council meeting ended at 9:00 PM.
