Meeting conducted by Mayor George A. Anderson who welcomed everyone to the meeting and then led those present in the Pledge of Allegiance.
Discuss/Approve Minutes of the July 23, 2014 Special & Regular Council Meeting and the July 30, 2014 Special Council Meeting
Motion by Rocky Baker to approve the July 23, 2014 special and regular meeting minutes and the July 30, 2014 special council meeting minutes. Second by Dick Galbraith. Vote: Rocky Baker – Aye; Dusty Galliher – Aye; Dick Galbraith – Aye; and Cleo Gallegos – Aye.
Discuss/Approve Paying the Bills

Discuss/Adopt Resolution No. 2014-6 Execution of Joint Resource Planning & Acquisition Agreement with NIES and NEMS – Ralph Williams
City Electric Consultant Ralph Williams briefly explained the Joint Resource Planning & Acquisition Agreement with NIES and NEMS. He recommended the adoption of the resolution.

Discuss/Approve the 2014-15 FY Tentative Budget
Council member Cleo Gallegos asked to go on record as opposing the wage scale. Motion by Rocky Baker to approve the Tentative 2014-15 FY Budget in the amount of $9,484,929. Second by Dusty Galliher. Discuss/Approve Purchase of Two Pickups – Greg Richins
City Superintendent Greg Richins presented information on the purchase of two pickups from the 2013-14 Fiscal Year budget in the amount of $ 57,303.46. Motion by Rocky Baker to approve the purchase of two 2015 GMC pickups in the amount of $ 57,303.46 from Bonanza Motors. Second by Dick Galbraith. Vote: Rocky Baker – Aye; Dusty Galliher – Aye; Dick Galbraith – Aye; and Cleo Gallegos – Nay.
Discuss/Approve Grant Agreement with the Janice Seagraves Family Foundation, Inc.
Motion by Cleo Gallegos to approve the Janice Seagraves Family Foundation, Inc. Grant Agreement in the amount of $90,400 and authorize the mayoral signature. Second by Dusty Galliher. Vote: Rocky Baker – Aye; Dusty Galliher – Aye; Dick Galbraith – Aye; and Cleo Gallegos – Aye.

The Executive Session began at 7:55 PM. Mr. Williams was excused at 8:27 PM. Executive Session concluded at 8:50 PM. The Council meeting returned to regular session.

Motion by Rocky Baker to confirm the hiring of Ernest Juarez at $14.50 per hour. Second by Dick Galbraith. Vote: Dusty Galliher – Abstain; Rocky Baker – Aye; Dick Galbraith – Aye; Cleo Gallegos – Nay.
