City of Heyburn Special Council Meeting Minutes

July 23, 2014

6:00 P.M.

 

Council Present:

Rocky Baker, Dusty Galliher, Cleo Gallegos, and Dick Galbraith.

 

Employees Present:

Greg Richins and Deborah Hopkins   

 

Visitors Present:

Ralph Williams.

 

Meeting conducted by Mayor George A. Anderson who welcomed everyone to the meeting and then led those present in the Pledge of Allegiance.  

 

Executive Session as per Idaho Code 67-2345(e) Matters of Trade or Commerce

Motion by Dusty Galliher to go into Executive Session as per Idaho Code 67-2345(e) for Matters of Trade or Commerce.  Second by Cleo Gallegos.  Roll Call Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.

The meeting was conducted by Mayor George A. Anderson.  The topic was a matter of commerce.  This matter was discussed with the mayor, council members, and staff present.  Executive Session began at 6:02 PM.  The executive session concluded at 6:45 PM.  No decisions were made.

Discuss/Approve Minutes of the July 9, 2014 Special & Regular Council Meeting

Motion by Cleo Gallegos to approve the minutes of the July 9, 2014 special and regular council meeting as presented.  Second by Dick Galbraith.  Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye. 

 

Discuss/Approve Paying the Bills

Motion by Rocky Baker to approve paying the bills as presented.  Second by Dusty Galliher.  Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye. 

 

Discuss/Approve FY 2014-15 Beer & Wine Licenses for Love’s Travel Stops & Joe’s River Bar

City Clerk Deborah Hopkins stated that copies of the State Licenses and the Minidoka County Licenses have been received, as well as payment for the licenses. 

Motion by Cleo Gallegos to approve the 2014-15 Beer & Wine License for Love’s Travel Stops and Joe’s River Bar.  Second by Dick Galbraith.  Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye. 

 

Introduction of Minidoka County School District No. 331 Superintendent –

     Dr. Kenneth Cox

Dr. Kenneth Cox introduced himself as the Minidoka County School District No. 331 Superintendent. Mayor Anderson and council members welcomed Dr. Cox and his wife to the Heyburn community.   He also thanked him for taking the time to come and introduce himself.

Discuss/Approve Resolution No. 2014-4 – Fees Charged for Zoning or Other Land Use Applications

City of Heyburn Planning and Zoning Administrator Paul Aston briefly reviewed Resolution No. 2014-4 Fees Charged for Zoning or Other Land Use Application with those present.  After discussion, it was decided to include PUD’s on the fee schedule.  City Attorney Steven Tuft was asked to make the correction and prepare a revised resolution for the next council meeting. 

 

Discuss/Approve Resolution No. 2014-5 – Designating Approved or Official Depositories

Resolution No. 2014-5 Designating Approved or Official Depositories was discussed by those present.

 

Motion by Rocky Baker to have City Attorney Steven Tuft read Resolution No. 2014-5 by title only.  Second by Dusty Galliher.  Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.

Mini-Cassia In-Line Hockey Association Update – Steve Roberts

Steve Roberts was not present.

 

Discuss/Approve Purchase of Voltage Regulators from HD Supply

City Superintendent Greg Richins recommended the purchase of voltage regulators from HD Supply in the amount of $102,663.59.  He explained this is a capital improvement project in which this is the purchase of equipment only. 

 

Motion by Rocky Baker to approve the purchase of voltage regulators in the amount of $102,663.59 from HD Supply.  Second by Dick Galbraith.  Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye. 

 

Discuss/Approve Utility Billing Software Upgrade from Vision Municipal Solutions

City Clerk Deborah Hopkins presented information from Vision Municipal Solutions for a utility billing software upgrade in the amount of $51,000.  

 

Motion by Rocky Baker to approve the purchase of the utility billing software upgrade from Vision Municipal Solutions in the amount of $51,000 to be purchased in this fiscal year with funding to come from all departments.  Second by Dusty Galliher.  Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.

The Monthly Department Head Reports were reviewed and discussed by those present.
