City of Heyburn Council Meeting Minutes
April 9, 2014
7:00 P.M.
Council Present:
Rocky Baker, Dick Galbraith, Dusty Galliher and Cleo Gallegos.
Employees Present:
Greg Richins, Steven Tuft, Dan Bristol, Ralph Martini, and Ashlee Langley. Deborah Hopkins - excused.
Visitors Present:
Ivan McCracken, Roy Belnap, Eric Snarr, Eric Christensen, Brenda Bailey, and Joanne Justesen.
Meeting conducted by Mayor George A. Anderson who welcomed everyone to the meeting and then led those present in the Pledge of Allegiance. Mayor Anderson amended the agenda to include: Discuss Dispatch Services with Minidoka County – Sheriff Eric Snarr as Item #3.
Discuss/Approve Minutes of the March 26, 2014 Council Meeting
Motion by Rocky Baker to approve the minutes of the March 26, 2014 council meeting as presented. Second by Dusty Galliher. Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.
Discuss/Approve Paying the Bills
Motion by Rocky Baker to approve paying the bills as presented. Second by Dusty Galliher. Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.
Discuss Dispatch Services with Minidoka County – Sheriff Eric Snarr
Minidoka County Sheriff Eric Snarr stated that at the present time, the contracted amount for the City of Heyburn for Dispatch Services would not be increasing. Mayor Anderson and council members thanked Sheriff Snarr for providing them with the updated information.
Discuss/Approve Waiver of Fees for Use of Riverside Park
a) Zion’s Lutheran Church - July 20, 2014 – Norma Olson
This item will be on the April 23, 2014 city council agenda.
Discuss/Approve Ordinance No. 569 – Clarifying the Use of the Building Permit as a Zoning Permit – Adopt in One Reading
City Attorney Steven Tuft reviewed the changes in Ordinance No. 569 from the last meeting.
Motion by Cleo Gallegos to approve Ordinance No. 569 in one reading and have City Attorney Steven Tuft read the ordinance by title only. Second by Rocky Baker. Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.

Motion by Cleo Gallegos to adopt Ordinance No. 569 in one reading and authorize the mayoral signature. Second by Rocky Baker. Roll Call Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.
Discuss Ordinance No. 571 – Amendment to Backflow Ordinance
The revisions to Ordinance No. 571 were reviewed by those present. After discussion and recommendations, City Attorney Steven Tuft was directed to make the changes. This item will be on the April 23, 2014 city council agenda for possible action.
Discuss/Approve/Ratify the Contract with the Riverside RV Camp Host for 2014
Mayor Anderson stated that he had stopped and visited with Donna Schwartz. He asked the council members to ratify the contract with her to be the Riverside RV Camp Host for 2014.
Motion by Rocky Baker to authorize Mayor Anderson to sign the contract with Donna Schwartz for the 2014 season as the Riverside RV Camp Host at a wage of $600 a month for six months. Second by Dusty Galliher. Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.
Discuss/Approve/Ratify the Hiring of Rhonda Kluzik as Deputy City Clerk
Mayor Anderson asked those present to ratify the hiring of Rhonda Kluzik as Deputy City Clerk.
Motion by Dick Galbraith to ratify the hiring of Rhonda Kluzik as Deputy City Clerk. Second by Dusty Galliher. Vote: Rocky Baker – Aye; Cleo Gallegos – Nay; Dick Galbraith – Aye; Dusty Galliher - Aye.
Discuss/Approve Contract with Tom Toronto for GIS Services
City Attorney Steven Tuft stated the contract has already been signed by and received back by Tom Toronto.
Motion by Rocky Baker to approve the contract with Tom Toronto for GIS Services and to authorize the mayor to sign the contract. Second by Dusty Galliher. Roll Call Vote: Rocky Baker – Aye; Cleo Gallegos – Nay; Dick Galbraith – Aye; Dusty Galliher - Aye.
Policy Review/Discussion of Possible Revision of Park Use Ordinance
Those present reviewed and discussed the City of Heyburn Park Use Ordinance. After discussion, City Attorney Steven Tuft was directed to make suggested changes and put this item on the April 23, 2014 city council agenda.
Designate Engineering Firm for the Water System Facilities Plan
City Superintendent Greg Richins stated five Requests for Qualifications for the Water System Facilities Plan were received. He also stated these documents had been reviewed with key staff. He recommended the designation of JUB Engineering to do the Water System Facilities Plan.

Executive Session for Matters of Trade or Commerce as per Idaho Code 67-2345(c) Personnel, (e) Matters of Trade or Commerce and (f) Litigation
Motion by Rocky Baker to go into Executive Session for Personnel, Matters of Trade or Commerce, and Litigation as per Idaho Code 67-2345(c), (e) and (f). Second by Dusty Galliher. Roll Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.

The Executive Session was conducted by Mayor George A. Anderson. The topic was a matter of trade or commerce which was discussed with those present. No decisions were made. The Executive Session began at 8:15 PM and concluded at 8:42 PM. The City Council meeting did not return to open session.
The council meeting adjourned at 8:42 PM.
