Meeting conducted by Mayor George A. Anderson who welcomed everyone to the meeting and then led those present in the Pledge of Allegiance.
Discuss/Approve Minutes of the September 10, 2014 Council Meeting
Motion by Cleo Gallegos to approve the minutes of the September 10, 2014 council meeting as presented. Second by Dick Galbraith. Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.
Discuss/Approve Paying the Bills

Public Hearing on Proposed Electric Rate Increase
Mayor Anderson opened the public hearing on the proposed electric rate increase.
Those who spoke with comments regarding the increase were Daniel Jensen and Amy Despain.
Hearing no other public comments, Mayor Anderson closed the public hearing.
Discuss/Approve Resolution No. 2014-7 – Electric Rate Increase

Discuss/Approve Agreement for Purchase and Sale of Real Property – McIntire Purchase

Discuss/Approve DEQ Subgrant Agreement Amendment – Greg Richins
City Superintendent Greg Richins stated the DEQ Subgrant Agreement Amendment was part of the continuing decommissioning of Well No. 1. He recommended the agreement amendment be approved.

Discuss/Approve Idaho Low Income Home Energy Assistance Program Direct Payment Vendor Agreement – Deborah Hopkins
City Clerk Deborah Hopkins stated the Idaho Low Income Home Energy Assistance Program in the current fiscal year so far has helped 186 City of Heyburn residents with the total amount of assistance received to date of $36,723.94. She recommended the vendor agreement be approved.

Discuss/Approve/Adopt Ordinance No. 474 – Authorizing the Mayor to Hire and Terminate Employees Third Reading

The Executive Session was conducted by Mayor George A. Anderson. The topics were matters of commerce and litigation which were discussed with those present.
Mr. Williams left the executive session at 8:28 pm.
No decisions were made. The Executive Session began at 7:58 pm and concluded at 8:47 pm.
The council meeting did not return to open session and adjourned at 8:47 pm.
