Heyburn Urban Renewal Agency Special Meeting & Public Hearing Minutes

August 28, 2014 – 9:00 AM

 

Members Present: Dan Lloyd, Clayton King, Brent Tolman, and David Nebeker.  Deb Hopkins and Greg Richins from the City of Heyburn. 

 

Guests Present via Telephone:  Ryan Armbruster - Counsel for the Agency, Max Fowler and Karen A. Fowler. 

 

Vice-Chairman Dan Lloyd welcomed everyone to the meeting and asked if there were any changes to the agenda.    There being none, Vice-Chairman Lloyd proceeded with the meeting. 

 

Discuss/Approve the August 13, 2014 Meeting Minutes

Motion by Clayton King to approve the August 13, 2014 meeting minutes.  Second by Brent Tolman.  All Aye votes.

 

Discuss/Approve Paying the Bills

Motion by David Nebeker to approve paying the following bills for the Heyburn URA:

 

                        Elam & Burke:  $18.50

 

Motion seconded by Clayton King.  All Aye votes. 

 

Conduct Public Hearing Fiscal Year 2015 Budget

Vice-Chairman Lloyd opened the public hearing for the Fiscal Year 2015 Budget. 

 

Those speaking in favor of the budget were:  None.

 

Those speaking against the budget were:  None.

 

Hearing no comments from the public, Vice-Chairman Lloyd entertained a motion to close the public hearing.  Motion by Brent Tolman to close the public hearing.  Second by Clayton King.  All Aye Votes. 

 

Consider Resolution No. 2014-01 – Annual Appropriation Resolution Approve the FY 2015 Budget

Motion by David Nebeker to adopt Resolution No. 2014-01 – Annual Appropriation Resolution.  Second by Clayton King.  Vote:  David Nebeker – Aye; Clayton King – Aye; Brent Tolman – Aye.

 

Update on Lebsack Improvements/Note

Ryan Armbruster, Counsel for the Agency stated there was nothing to report at the current time. 

 

Update on Idaho Eco Fuels Plant

Mr. Armbruster stated he had sent information to Robert Salazar, but had not heard anything back from him.

 

Motion by David Nebeker to adjourn the meeting.  Second by Brent Tolman.  All Aye votes. 

 

Meeting adjourned at 9:22 AM.
