Council Present:

Rocky Baker, Dick Galbraith, Dusty Galliher and Cleo Gallegos.

 

Employees Present:

Greg Richins, Dan Bristol, Steven Tuft, and Deborah Hopkins. 

 

Visitors Present:

Rose Schmitt, Venessa & Kyle Savage, Brenda Bailey, Mike Devers, Dan Jensen, Robert Higens, and Joanne Justesen.

 

Meeting conducted by Mayor George A. Anderson who welcomed everyone to the meeting and then led those present in the Pledge of Allegiance.  

 

Discuss/Approve Minutes of the October 22, 2014 Regular & Special Council Meetings

Motion by Rocky Baker to approve the minutes of the October 22, 2014 regular and special council meetings as presented.  Second by Dick Galbraith.  Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye. 

 

Discuss/Approve Paying the Bills 

Motion by Dick Galbraith to approve the bills as presented.  Second by Dusty Galliher.  Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye. 

 

Discuss/Approve/Accept the FY 2013-14 Audit – Jeff Poulsen – Evans, Poulsen & Catmull

Jeff Poulsen from Evans, Poulsen & Catmull presented the FY 2013-14 Audit for the City of Heyburn. 

 

Motion by Rocky Baker to accept the FY 2013-14 Audit as presented by Jeff Poulsen from Evans, Poulsen & Catmull.  Second by Dusty Galliher.  Roll Call Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye. 

 

Discuss/Approve Cancelling the November 26, 2014 City Council Meeting

Motion by Cleo Gallegos to cancel the November 26, 2014 council meeting unless something of an urgent nature arises that would require a special meeting.  Second by Rocky Baker. Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye. 

 

Discuss Procedure for Dealing with Possible Graffiti Reward

Different ideas and suggestions were discussed among those attending to setting a procedure to be able to reward those individuals who come forth with information leading to the arrest and conviction of graffiti vandals.  As no decision was made, this item will be on the December 10, 2014 city council agenda.

Discuss 5-Year Vehicle Rotation Plan – Greg Richins

City Superintendent Greg Richins presented vehicle/fleet replacement projections for the next five years.  This information was discussed by those present. 

 

Executive Session for Matters of Commerce and Litigation as per Idaho Code 67-2345(e) and (f)

Motion by Cleo Gallegos to go into Executive Session for Matters of Commerce and Litigation as per Idaho Code 67-2345(e) and (f).  Second by Dick Galbraith.  Roll Call Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye. 

 

Executive Session Minutes

Council Present:

Employees Present:

Greg Richins and Deborah Hopkins. 

 

Visitors Present:

Kyle and Venessa Savage.

 

The Executive Session was conducted by Mayor George A. Anderson.  The topics were a matter of commerce and litigation which were discussed with those present.   Kyle and Venessa Savage left the Executive Session at 8:28 pm. 

 

No decisions were made.  The Executive Session began at 8:15 PM and concluded at 8:35 PM. 

 

The council meeting did not return to open session and adjourned at 8:35 PM.
