City of Heyburn Council Meeting Minutes

January 8, 2014

7:00 P.M.

 

Council Present:

Rocky Baker, Joanne Justesen, Leann Smith and Cleo Gallegos.

 

Employees Present:

Greg Richins, Steven Tuft, Dan Bristol, and Deborah Hopkins.

 

Visitors Present:

Bill Justesen, Ashley Justesen, Jeremiah Justesen, Dusty & Ila Galliher, Leisel Snyder, Dick & Jody Galbraith, Rose Schmitt, Sam Andrew, Mark Holtzen, Ivan McCracken, Tina Hernandez, and Lyle Santos.

 

Meeting conducted by Mayor George A. Anderson who welcomed everyone to the meeting and then led those present in the Pledge of Allegiance.

 

Discuss/Approve Minutes of the December 11, 2013 Council Meeting

Motion by Joanne Justesen to approve the minutes of the December 11, 2013 council meeting as presented.  Second by Cleo Gallegos.  Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Joanne Justesen – Aye; Leann Smith – Aye. 

 

Discuss/Approve Paying the Bills

Motion by Rocky Baker to approve paying the bills as presented.  Second by Joanne Justesen.  Vote:  Rocky Baker – Aye; Cleo Gallegos – Nay; Joanne Justesen – Aye; Leann Smith - Aye.

 

Update on Old Heyburn Elementary School and Review of Possible Modification of Lease and Use of Property – John Gillette

City Superintendent Greg Richins stated that John Gillette was not able to attend due to business obligations out of the state.  However, Mr. Gillette asked him to inform the mayor and council members that he has a potential buyer of the business.  Mr. Gillette would like to address the mayor and council at the January 22, 2014 meeting. 

 

After discussion, Mayor Anderson tabled this item until the January 22, 2014.  He also asked Superintendent Richins to arrange for Mr. Gillette to meet with him sometime before the next council meeting. 

 

Presentation of Service Plaques

At this time, Mayor Anderson presented thank you plaques to outgoing council members Leann Smith and Joanne Justesen.  On behalf of the residents of Heyburn, he thanked them for their years of service.  Mayor Anderson informed those present that Leann Smith has been appointed to continue as representative of the City on the Southern Idaho Economic Development Committee.

New Business

Swearing in of Council Members

City Clerk Deborah Hopkins then swore in new council members Dick Galbraith and Dusty Galliher and welcomed them to the City.

 

Elect Council President

Mayor Anderson asked for nominations to elect a new City Council President.

 

Cleo Gallegos nominated Dick Galbraith.  Dusty Galliher provided a second.

 

Dusty Galliher nominated Rocky Baker.  Rocky Baker provided a second.  

 

There being no other nominations, Mayor Anderson asked for a show of hands in electing Dick Galbraith.  Cleo Gallegos and Dick Galbraith raised their hands.

 

Mayor Anderson then asked for a show of hands in electing Rocky Baker.  Dusty Galliher and Rocky Baker raised their hands.

 

Mayor Anderson broke the tie by asking Rocky Baker to be the City Council President.

 

Discuss/Approve Waiver of the Use of Riverside Park – Sam Andrew

Sam Andrew, representative of the Magic Valley River Run for Orphans asked the members of the city council to waive the fees for the use of the Riverside Park and the Amphitheater for the River Run for Orphans scheduled for July 12, 2014. 

 

Motion by Rocky Baker to waive the fees, but require a deposit for the use of the Riverside Park and Amphitheater on July 12, 2014, for the River Run for Orphans.  Second by Dusty Galliher.  Vote:  Dusty Galliher – Aye; Dick Galbraith – Aye; Cleo Gallegos – Aye; Rocky Baker – Aye.

 

Discuss/Approve Water System Study Grant with Idaho DEQ – Matching Funds Requirement – Ivan McCracken from JUB Engineers

City Superintendent Richins presented background information regarding a matching grant that is available from the Idaho Department of Environmental Quality in the amount of $40,000.  He stated the last facility study for the water system was completed in 2001.

 

Mark Olsen from JUB Engineers briefly overviewed the process for the grant and specifically the Request for Proposals. 

 

Motion by Rocky Baker to proceed with a Request for Proposals to get the process started.   Second by Dusty Galliher.  Vote:  Dusty Galliher – Aye; Dick Galbraith – Aye; Cleo Gallegos – Aye; Rocky Baker – Aye.

Discuss/Approve Hiring Brooks & Associates to do an Electric Cost of Service Study

City Superintendent Greg Richins reviewed the information presented by Brooks & Associates to do an Electric Cost of Service Study.  After discussion, it was decided to get more explanation from City Electric Consultant Ralph Williams and have available at the next council meeting. 

 

The council meeting adjourned at 7:55 PM.
