Budget Work Session for the FY2014-15 Budget

Meeting conducted by Mayor George A. Anderson who welcomed everyone to the meeting and then led those present in the Pledge of Allegiance.  

 

Mayor Anderson announced there needs to be a change to the agenda. Item #4 Discuss/Approve Purchase of Pickup for the Parks Department has been removed.

 

Discuss/Approve Minutes of the May 14, 2014 Special and Regular Council Meeting

Motion by Rocky Baker to approve the minutes of the May 14, 2014 special and regular council meeting as presented.  Second by Cleo Gallegos.  Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dusty Galliher - Aye. 

 

Discuss/Approve Paying the Bills

Motion by Rocky Baker to approve paying the bills as presented.  Second by Dusty Galliher.  Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dusty Galliher - Aye. 

 

Discuss/Select 2014 Voting Delegate for the Association of Idaho Cities Annual Conference

 

Motion by Cleo Gallegos to select Superintendent, Greg Richins as the Voting Delegate for the Association of Idaho Cities Annual Conference in June, 2014 with Mayor Anderson as an alternate.  Second by Dusty Galliher.  Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dusty Galliher - Aye. 

 

Discuss/Approve Amended Camp Host Services Agreement with Donna Schwartz

City Attorney Steven Tuft explained the revision to the Camp Host Services Agreement with that being the additional duties of supervising the use of the City parks at an additional fee of $150 per month. 

 

Motion by Rocky Baker to approve the Amended Camp Host Services Agreement with Donna Schwartz.  Second by Cleo Gallegos. Roll Call Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dusty Galliher - Aye.

Set Value for Old Heyburn Elementary School for Sale Pursuant to Idaho Code 50-1402

City Attorney Steven Tuft explained that prior to the proposed sale of the old Heyburn Elementary School, the city council must set a value. 

 

Motion by Dusty Galliher to set the value of the old Heyburn Elementary School at a minimum bid reserve of $150,000 in cash/possible property trade.  Second by Rocky Baker.  Roll Call Vote:  Rocky Baker – Aye; Cleo Gallegos – Nay; Dusty Galliher - Aye. 

 

Discuss Ordinance No. 551 – Park Use – First Reading

Ordinance No. 551 – Park Use was reviewed by those present.

 

Motion by Rocky Baker to have City Attorney Steven Tuft read Ordinance No. 551 – Park Use by title only for the first reading.  Second by Dusty Galliher.  Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dusty Galliher - Aye.

The Executive Session was conducted by Mayor George A. Anderson.  The topics were matters of trade or commerce, possible real estate acquisition, and litigation which were discussed with those present.  No decisions were made.  The Executive Session began at 7:37 PM and concluded at 8:00 PM.  The City Council meeting did not return to open session.
