Budget Work Session
Those present worked on the draft of the 2014-15 City of Heyburn Police Department budget.

Meeting conducted by Council President Rocky Baker who welcomed everyone to the meeting and then led those present in the Pledge of Allegiance.
Discuss/Approve Minutes of the April 9, 2014 Council Meeting
Motion by Dusty Galliher to approve the minutes of the April 9, 2014 council meeting as presented. Second by Dick Galbraith. Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.
Discuss/Approve Paying the Bills
Motion by Cleo Gallegos to approve paying the bills as presented. Second by Dick Galbraith. Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.
Discuss/Approve Waiver of Fees for Use of Riverside Park
a) Zion’s Lutheran Church - July 20, 2014
Motion by Cleo Gallegos to approve waiver of the fees for the use of Riverside Park on July 20, 2014 for the Zion’s Lutheran Church. Second by Dusty Galliher. Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.
Discuss/Approve Ordinance No. 571 – Backflow Testing – Adopt in One Reading
Motion by Cleo Gallegos to suspend the rule requiring three separate readings and to adopt Ordinance No. 571 in one reading and to have City Attorney Steven Tuft read by title only. Second by Dick Galbraith. Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.

Discuss Zoning or Subdivision Fees – Paul Aston
City of Heyburn Planning and Zoning Administrator Paul Aston was not present. This item will be placed on an upcoming city council agenda.

Youth Rally Presentation – Pastor Andy Rodriguez
Pastor Andy Rodriguez presented information on the Youth Connection Services Rally his organization is holding on August 9, 2014 in Central Park. He asked that the fees be waived for the use of the park. Pastor Rodriquez was given a packet of Park Reservation material and instructions on the procedure to request the fees to be waived.
Ratify Submission of Matching Grant from the Janice Seagraves Foundation to Provide Equipment for Riverside Park
City Attorney Steven Tuft provided those present with information regarding the Janice Seagraves Foundation to provide equipment for the Riverside Park. He informed those present the grant has made it through the first round of review and has received an invitation from the Janice Seagraves Foundation to make a formal grant presentation on July 14, 2014 at 1:00 PM in Twin Falls.
Motion by Dusty Galliher to ratify the submission of the matching grant from the Janice Seagraves Foundation to provide playground equipment for Riverside Park in the amount of $81,936. Second by Dick Galbraith. Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.
Policy Review/Discussion of Possible Revision of Park Use Ordinance
Those present reviewed some of the existing policies for Park Use and discussed possible revisions. After discussion, it was decided to schedule a Special City Council Meeting for the purpose of a work session on the park use for Wednesday, May 14, 2014 at 5:30 PM.
Review of Monthly Department Head Reports
The Monthly Department Head Reports were reviewed and discussed by those present.
Quarterly Financial Review
City Clerk/Treasurer Deborah Hopkins presented a brief summary of the quarterly financial status of the City of Heyburn for the first six months of the 2013-14 fiscal year.
Executive Session for Personnel as per Idaho Code 67-2345(c) Possible Real Estate Acquisition, (e) Matters of Trade or Commerce and (f) Litigation
Motion by Cleo Gallegos to go into Executive Session for Litigation as per Idaho Code 67-2345(c), (e) and (f). Second by Dick Galbraith. Roll Call Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.

The Executive Session was conducted by Council President Rocky Baker. The topics were matters of litigation, possible real estate acquisition, and matters of trade or commerce which were discussed with those present. No decisions were made. The Executive Session began at 8:26 PM and concluded at 9:24 PM. The City Council meeting did not return to open session.
The council meeting adjourned at 9:24 PM.
