Greg Richins, Steven Tuft, and Deborah Hopkins.
Visitors Present:
Tom Toronto, Jo Elg, Dan Jensen, Andrew Deskins, Rose Schmitt, Rhonda Kluzik, and Joanne Justesen.
GIS Update Presentation – Tom Toronto
Tom Toronto presented an update on the progress being made on the City of Heyburn GIS system.
The special council meeting adjourned at 6:57 PM.

Meeting conducted by Mayor George A. Anderson who welcomed everyone to the meeting and then led those present in the Pledge of Allegiance.
Discuss/Approve Minutes of the October 8, 2014 Council Meeting
Motion by Rocky Baker to approve the minutes of the October 8, 2014 council meeting as presented. Second by Dick Galbraith. Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.
Discuss/Approve Paying the Bills
Motion by Dick Galbraith to approve the bills as presented. Second by Rocky Baker. Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.
Discuss/Approve First Federal Foundation Grant Proposal – Rhonda Kluzik
Deputy City Clerk Rhonda Kluzik presented the First Federal Grant Proposal for a six sided message center to be located at the Heyburn Riverside Community Park.
Motion by Rocky Baker to approve the First Federal Foundation Grant Proposal in the amount of $5,719.08 for a message center to be located at the Heyburn Riverside Community Park. Second by Cleo Gallegos. Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.
Mayor Anderson and council members expressed their appreciation to the employees who took part in putting this grant proposal together.
Discuss/Appoint City Council Member to the Burley Municipal Airport (BYI) Master Plan – Advisory Council
Mayor Anderson asked for any volunteers from the Heyburn City Council to serve on the Burley Municipal Airport Master Plan Advisory Council. Hearing no volunteers, Mayor Anderson appointed Dusty Galliher to the advisory council.
Review of Monthly Department Head Reports
The Monthly Department Head Reports were reviewed by those present.

Discuss/Approve Resolution No. 2014-8 – Approve Clear Springs Mitigation Project
City Attorney Steven Tuft briefly explained the purpose of the Clear Springs Mitigation Project.
Motion by Dusty Galliher to approve Resolution No. 2014-8 – Approve Clear Springs Mitigation Project. Second by Rocky Baker. Roll Call Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.
Executive Session for Litigation as per Idaho Code 67-2345(f) Litigation
Motion by Dick Galbraith to go into Executive Session for Litigation as per Idaho Code 67-2345(f). Second by Rocky Baker. Roll Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.

The Executive Session was conducted by Mayor George A. Anderson. The topic was a matter of litigation which was discussed with those present. No decisions were made. The Executive Session began at 7:34 PM and concluded at 7:48 PM.
The council meeting did not return to open session and adjourned at 7:48 PM.
