Budget Work Session for the FY2014-15 Budget

Those present worked on the FY2014-15 Budget in the General Fund.

Meeting conducted by Mayor George A. Anderson who welcomed everyone to the meeting and then led those present in the Pledge of Allegiance. 

 

Mayor Anderson asked for a motion to amend the agenda to include:   Economic Development Update – Leann Smith as Item #3.  The reason is that Leann Smith is only available at this time to present the information.

Discuss/Approve Minutes of the May 28, 2014 Special and Regular Council Meeting

Motion by Cleo Gallegos to approve the minutes of the May 28, 2014 special and regular council meeting as presented.  Second by Dick Galbraith.  Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith - Aye.

Economic Development Update – Leann Smith

Leann Smith, City of Heyburn representative to the Southern Idaho Economic Development Committee presented a brief update to those present on projects that are currently being planned and/or developed in the Mini-Cassia area.

 

Mayor Anderson and council members thanked her for the report. 

 

Discuss/Approve Waiver of Fees for Central Park

     a.  Minidoka School District Food Service – Lunch in the Park

             June 1, 2014 through July 31, 2014 – 11:30 AM – 12:30 PM – Monday-Friday

Russ Taylor from Minidoka School District Food Service asked the city council members to waive the fees for the use of Central Park June 1, 2014 through July 31, 2014 from 11:30 AM through 12:30 PM Mondays through Fridays for the Lunch in the Park summer program.

 

Motion by Cleo Gallegos to waive the fees for the Minidoka School District Food Service for the use of Central Park June 1, 2014 through July 31, 2014 from 11:30 AM through 12:30 PM Mondays through Fridays for the Lunch in Park summer program.  Second by Rocky Baker.  Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith - Aye. 

 

Discuss Ordinance No. 551 – Park Use – Second Reading

Motion by Rocky Baker to have Mayor Anderson read Ordinance No. 551 – Park Use by title only for the second reading.  Second by Cleo Gallegos.  Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith - Aye.

Discuss/Select 2014 Voting Delegate for the Association of Idaho Cities Annual Conference

Motion by Cleo Gallegos to select Mayor Anderson as the Voting Delegate for the Association of Idaho Cities Annual Conference in June, 2014.  Second by Dick Galbraith.  Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith - Aye. 

 

Discuss/Approve Agreement for Professional Services with JUB Engineers, Inc.

Motion by Dick Galbraith to approve the Agreement for Professional Services with JUB Engineers, Inc. for the Environmental Site Assessment Project No. 60-14-030.  Second by Rocky Baker.  Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith - Aye. 

 

Motion by Rocky Baker to tentatively approve the Agreement for Professional Services with JUB Engineers, Inc. for the Water Facilities Study based on City Attorney review.  Second by Dick Galbraith.  Vote:  Rocky Baker – Aye; Cleo Gallegos – Nay; Dick Galbraith - Aye.

Motion by Dick Galbraith to go into Executive Session for Possible Real Estate Acquisition, Matters of Trade or Commerce, and Litigation as per Idaho Code 67-2345(c, e, and f).  Second by Rocky Baker.  Roll Call Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye.

The Executive Session was conducted by Mayor George A. Anderson.  The topics were matters of trade or commerce, possible real estate acquisition, and litigation which were discussed with those present.  No decisions were made.  The Executive Session began at 7:31 PM and concluded at 8:07 PM.  The City Council meeting did not return to open session.
