Work Session to Discuss/Review the Park Use Ordinance

Those present reviewed the current Park Use Ordinance and made suggestions for improvements.

Joanne Justesen, Paul Aston, Roy Belnap, Kabre Justesen, Rykah Justesen, Lorie Jeske, Shania Shurtz, Jorden Musgrave, and Pastor Andy Rodriguez. 

 

Meeting conducted by Mayor George A. Anderson who welcomed everyone to the meeting and then led those present in the Pledge of Allegiance.  

 

Discuss/Approve Minutes of the April 23, 2014 Special and Regular Council Meeting

Motion by Rocky Baker to approve the minutes of the April 23, 2014 special and regular council meeting as presented.  Second by Dick Galbraith.  Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye. 

 

Discuss/Approve Paying the Bills

Motion by Dick Galbraith to approve paying the bills as presented.  Second by Rocky Baker.  Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye. 

 

Discuss/Approve Waiver of Fees for Use of Heyburn City Parks

a)  Central Park – Youth Connection Services – August 9, 2014 – Pastor Andy Rodriguez

 

Motion by Dusty Galliher to waive the fees for the use of Central Park on August 9, 2014 for the Youth Connection Services, but to require a deposit of $175.  Second by Dick Galbraith.  Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye. 

 

b)  Riverside Park – American Cancer Society Relay For Life Fundraiser – May 31, 2014 Shania Shurtz & Jorden Musgrave

 

Motion by Rocky to waive the fees for use of the Riverside Park Amphitheater on May 31, 2014 for the Relay for Life Fundraiser, but to require a deposit of $150.  Second by Dusty Galliher.  Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.  

 

 

 

 

 

 

Discuss/Approve Request from LINC for $1,000 in Local Match Funds to Provide Transportation to Heyburn Residents – Lorie Jeske

Lorie Jeske from Living Independence Network Corporation asked the City of Heyburn $1,000 in local match funds to help provide transportation directly to the City of Heyburn residents.  She informed those present that they have received a grant from ITD in the amount of $36,000 contingent upon their ability to raise $9,000 in local match funds to bring the total to $45,000.  

 

Motion by Rocky Baker to approve the request from LINC in the amount of $1,000 with the amount coming from the Public Relations line item (001-4-11-41) in the 2013-14 FY Budget.  Second by Dick Galbraith.  Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye. 

 

Discuss Zoning and/or Subdivision Fees – Paul Aston

Paul Aston from Heyburn Planning & Zoning presented a proposal for increasing the Heyburn Planning and Zoning fees.  This item was discussed among those present.  City Attorney Steven Tuft was asked to prepare a new fee schedule in preparation of the required Public Hearings. 

 

Citizen Discussion on Fairgrounds – Mike Painter

Mike Painter was not present at the meeting.    

 

Discuss/Approve Resolution 2014-3 – Drinking Water Planning Grant Authority

City Superintendent Greg Richins stated Resolution 2014-3 – Drinking Water Planning Grant Authority was a request from the Idaho DEQ.  This resolution enables Mayor Anderson to sign as the Grant Authority for the City of Heyburn.

 

Motion by Dick Galbraith to adopt Resolution 2014-3 Drinking Water Planning Grant Authority.  Second by Dusty Galliher.  Roll Call Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye. 

 

Discuss/Approve Purchase of Body Cameras from ITD Grant – Police Chief Dan Bristol

Heyburn Police Chief Dan Bristol requested a change in purchases on the ITD Grant.  He stated he would like to purchase eight body cameras with night vision instead of the in-car cameras which were originally included in the grant.

 

Motion by Cleo Gallegos to allow Chief Bristol to change the equipment to be purchased from the ITD Grant to eight body cameras with night vision.  Second by Rocky Baker.  Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye. 

 

Executive Session as per Idaho Code 67-2345 for (c) Possible Real Estate Acquisition, (e) Matters of Trade or Commerce, and (f) Litigation

 

Motion by Cleo Gallegos to go into Executive Session for Possible Real Estate Acquisition, Matters of Trade or Commerce, and Litigation as per Idaho Code 67-2345(c, e, and f).  Second by Rocky Baker.  Roll Call Vote:  Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye. 

 

Executive Session Minutes

Council Present:

Visitors Present:

None.

 

The Executive Session was conducted by Mayor George A. Anderson.  The topic was a matter of litigation which was discussed with those present.  No decisions were made.  The Executive Session began at 8:12 PM and concluded at 8:40 PM.  The City Council meeting did not return to open session.
