Budget Work Session for the FY2014-15 Budget
Those present worked on the FY2014-15 Budget.

Meeting conducted by Mayor George A. Anderson who welcomed everyone to the meeting and then led those present in the Pledge of Allegiance.
Mayor Anderson asked for a motion to amend the agenda to include Discuss/Approve Supplementary Agreement for the 21st Street Project for the purpose of an Environmental Re-Evaluation. The reason is that this is a time sensitive document that needs to be approved before the next council meeting.

Discuss/Approve Minutes of the June 25, 2014 Special and Regular Council Meeting and the June 30, 2014 Special Council Meeting
Motion by Rocky Baker to approve the minutes of the June 25, 2014 special and regular council meeting and the June 30, 2014 special council meeting as presented. Second by Cleo Gallegos. Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher – Aye.
Discuss/Approve Paying the Bills

Public Hearing on Increasing the Fees for Zoning and Application Fees
Mayor Anderson opened the public hearing regarding zoning and subdivision application fees.
Those speaking in favor of the increase in fees were: None.

Hearing no comments from the public, Mayor Anderson closed the public hearing.

City Attorney Steven Tuft was asked to prepare a resolution for the increased fees for the next council meeting.
Public Hearing on the Proposed Sale of the Old Heyburn Elementary School
Mayor Anderson opened the public hearing regarding the proposed sale of the old Heyburn Elementary School.
Those speaking in favor of the sale of the old Heyburn Elementary School were: None.
Those speaking against the sale of the old Heyburn Elementary School were: None.
Hearing no comments from the public, Mayor Anderson closed the public hearing.
After discussion with those present, it was decided that bids are to be received by 5:00 PM on Tuesday, August 12, 2014 at the City of Heyburn, P O Box 147, 941 18th Street, Heyburn, Idaho 83336. Bids will be opened on Wednesday, August 13, 2014 at 10:00 AM in the City Council Chambers. A scheduled walkthrough for prospective bidders was scheduled for Thursday, July 31, 2014 at 10:00 AM. Minimum bid for the property is $150,000.
Councilwoman Cleo Gallegos stated for the record that she was not opposed to selling the property, but would have preferred that the property be re-zoned first.
Discuss/Approve Revision No. 1 to Exhibit G – BPA Power Sales Agreement
City of Heyburn Electric Consultant Ralph Williams briefly discussed the revision to the BPA Power Sales Agreement which will allow a less than one-year notice, on a case-by-case basis, for customers acquiring or purchasing a non-federal resource to serve load.
Motion by Rocky Baker to approve Revision No. 1 to Exhibit G – BPA Power Sales Agreement Contract No. 09PB-13053 and authorize Mayor Anderson to sign the document. Second by Cleo Gallegos. Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.
Discuss/Approve FY 2014-15 Beer & Wine Licenses:
TAG, Inc.
Hub Plaza
Motion by Rocky Baker to approve the FY 2014-15 Beer and Wine License for the Hub Plaza and TAG, Inc. pending the receipt of a copy of the Minidoka County license for TAG, Inc. Second by Dick Galbraith. Vote: Rocky Baker – Aye; Cleo Gallegos – Aye; Dick Galbraith – Aye; Dusty Galliher - Aye.
Discuss/Approve/Designate City of Heyburn Official Depository
After discussion, City Attorney Steven Tuft was asked to prepare a resolution for review and possible adoption for the next council meeting designating First Federal as the official depository

for day to day business operations and the Idaho Central Credit Union for monies currently on deposit in the Idaho State Pool.
Discuss Annual Fee Schedule Review
The possibility of conducting an annual review of the City of Heyburn Fee Schedule was discussed. It was decided to conduct this review at the first council meeting in November.

The Executive Session was conducted by Mayor George A. Anderson. The topics were a matter of personnel which was discussed with those present. No decisions were made. The Executive Session began at 7:42 PM and concluded at 8:17 PM.
The City Council meeting returned to open session at 8:17 PM for the continuation of the Budget Work Session for FY 2014-15.
The council meeting adjourned at 9:17 PM.
