 City of Heyburn Council Meeting Minutes

September 9, 2009

7:00 P.M.

 

Council Present:

Cleo Gallegos, Rocky Baker, Leann Smith and Dee Ray Bailey.

Employees Present:

Linda Dayley, Steve Tuft, Earl Andrew and Scott Spevak.

Visitors Present: Stan Zielinski, Joanne Justesen Dusty Galliher, Georgia Baker, Sheri Miles, Mary Andersen, Dan Bristol.

 

Meeting conducted by Mayor George A. Anderson.

 

Pledge of Allegiance led by Mayor George A. Anderson.

 

An agenda may be amended after the start of a meeting upon a motion that states the reason for the amendment and states the good faith reason the agenda item was not included in the original agenda posting.

 

Mayor Anderson asked for a motion to amend the agenda to include an update on the Tri City sports program.

 

Motion by Cleo Gallegos to amend the agenda to include an update on the Tri City sports program with the good faith reason that it was not brought to the Mayor’s attention until after the agenda was posted. Second by Dee Ray Bailey. Vote: Cleo Gallegos - Aye; Rocky Baker - Aye; Leann Smith - Aye; Dee Ray Bailey - Aye.

 

Update on the Tri Cities Sports Program.

Mary Andersen from Rupert Recreation Department introduced herself and updated the Mayor and Council on the Tri Cities Sports Program.

 

Approve Minutes of the Council Meeting on August 26, 2009 and Special Council Meeting on September 2, 2009.

Motion by Dee Ray Bailey to approve the minutes for the Council Meeting on August 26, 2009 and Special Council Meeting on September 2,2009. Second by Leann Smith. Vote: Cleo Gallegos - Aye; Rocky Baker - Aye; Leann Smith - Aye; Dee Ray Bailey - Aye.

 

Approve Paying the Bills except the Bailey Oil Bill.

Motion by Rocky Baker to approve paying the bills except the Bailey Oil bill. Second by Leann Smith. Vote: Cleo Gallegos - Aye; Rocky Baker - Aye; Leann Smith - Aye; Dee Ray Bailey - Aye.

 

Approve Paying the Bailey Oil Bill.

Motion by Leann Smith to approve paying the Bailey Oil bill. Second by Cleo Gallegos. Vote: Cleo Gallegos - Aye; Rocky Baker - Aye; Leann Smith - Aye; Dee Ray Bailey - Abstained.

 

Discuss/Approve Resolution No. 2009-6 Park Fees.

Earl Andrew discussed and gave suggestions on park activities with the Mayor and Council. Attorney Steve Tuft will draft a resolution for the next council meeting.

 

Discuss (Resolution No. 2003-8) Commercial Deposit.

Earl Andrew discussed commercial use and deposits for commercial use, charitable events and use of the amphitheater with the Mayor and Council. Attorney Steve Tuft will draft a resolution for the next council meeting.

 

Mayor Time:

City Clerk Linda Dayley explained the need to canvass the election results by November 9, 2009 and Veterans Day, a legal holiday, is on the regular Council Meeting on November 11, 2009. What day would be best for a Special Council Meeting (5th, 6th or 9th)? The Mayor and Council decided that November 9, 2009 would be the best date for a Special Council Meeting and that it would take the place of the regular council meeting on November 11th.
