 City of Heyburn Council Meeting Minutes

January 14, 2009

7:00 P.M.

 

Council Present:

Cleo Gallegos, Rocky Baker and Leann Smith. Dee Ray Bailey excused.

Employees Present:

Scott Spevak, Deb Hopkins and Dan Bristol.  Steve Tuft and Linda Dayley excused.  

Visitors Present:  Rose Schmitt, Stan Zielinksi, Joanne Justesen, Laurie Welch, Marge Owens, Scott Coates, and Ralph Buttars. 

 

Meeting conducted by Mayor George A. Anderson.  Pledge of Allegiance led by Mayor Anderson. 

 

Approve Minutes of the Council Meeting on December 10, 2008.

Motion by Rocky Baker to approve the minutes for the Council Meeting on December 10, 2008 as written. Second by Leann Smith. Vote: Cleo Gallegos - Aye; Rocky Baker - Aye; Leann Smith - Aye.

 

Approve Paying the Bills except the Bailey Oil Bill.

Motion by Cleo Gallegos to approve paying the bills except the Bailey Oil Bill. Second by Leann Smith. Vote: Cleo Gallegos - Aye; Rocky Baker - Aye; Leann Smith - Aye.

Motion by Leann Smith to approve paying the Bailey Oil Bill. Second by Cleo Gallegos. Vote: Cleo Gallegos - Aye; Rocky Baker - Aye; Leann Smith - Aye.

 

Discuss/Approve Resolution No. 2009-1. A Resolution Authorizing the Destruction of Records.  

RESOLUTION OF THE CITY OF HEYBURN PROVIDING FOR AND AUTHORIZING THE DESTRUCTION OF CERTAIN SEMIPERMANENT AND TEMPORARY RECORDS.

 

Motion by Rocky Baker to read Resolution No. 2009-1 by title only and to approve with one reading.  Second by Leann Smith.  Vote:  Cleo Gallegos - Aye; Rocky Baker - Aye; Leann Smith - Aye.

 

Motion by Rocky Baker to approve Resolution No. 2009-1 Authorizing the Destruction of Records for 2002-2003. Second by Leann. Vote: Cleo Gallegos - Aye; Rocky Baker - Aye; Leann Smith - Aye.

 

Executive Session for Personnel as Authorized by Idaho Code Section 67-2345.

Motion by Leann Smith for an Executive Session for Personnel as authorized by Idaho Code Section 67-2345. Second Cleo Gallegos. Roll Call Vote: Cleo Gallegos - Aye; Rocky Baker - Aye; Leann Smith - Aye.

 

 Council Meeting adjourned to Executive Session at 7:08 P.M.

 

Executive Session Minutes.

Council Present:

Cleo Gallegos, Rocky Baker and Leann Smith.

Employees Present:

Scott Spevak, Dan Bristol, and Deb Hopkins.

 

The executive session commenced at 7:08 P.M. and ended at 7:17 P.M. The executive session consisted of a discussion of Personnel issues. No decisions were made.

 

Discuss/Approve Hiring of a Police Officer - Dan Bristol.

Motion by Cleo Gallegos to approve the hiring of Jeremiah Justesen with the starting salary of $12.00 an hour. Second by Rocky Baker. Vote: Cleo Gallegos - Aye; Rocky Baker - Aye; Leann Smith - Aye.

 

Discuss/Approve Planning and Zoning Appointment.

Mayor Anderson discussed with the Council the recommended appointment of Brett Thomas to the Planning and Zoning Committee for a four-year term recently vacated by Ralph Buttars.

 

Motion by Leann Smith to approve the appointment of Brett Thomas to the Planning and Zoning Committee. Second by Cleo Gallegos. Vote: Cleo Gallegos - Aye; Rocky Baker - Aye; Leann Smith - Aye.

 

Discuss/Approve Use of the Riverside Park and Amphitheater for a Fun Walk/Run - Scott Coates from the Minidoka School District.

Scott Coates from the Minidoka County School District complimented the City on the facilities located at the Riverside Park and Amphitheater.  Mr. Coates asked that the fees be waived for using the Riverside Park, Walking Path, and Amphitheater for a Fun Walk/Run for Minidoka County School District employees.  Mr. Coates stated that he would coordinate the 1K and 5K run/walks with Dan Bristol, Chief of Police. 

 

Motion by Leann Smith to approve the use of the Riverside Park and Amphitheater for a Fun Walk/Run on May 9, 2009, and to waive the cost of the fees.   Second by Rocky Baker.  Vote: Cleo Gallegos - Aye; Rocky Baker - Aye; Leann Smith - Aye.

 

Mayor Time:

Mayor Anderson presented a Certificate of Appreciation to Ralph Buttars in recognition of 12 years of service on the Heyburn Planning and Zoning Commission.  The Mayor and council thanked Mr. Buttars for his contributions to the city.
