 Nestled along the Snake River and Interstate 84, the City of Heyburn is home to more than 3,000 citizens within it’s incorporated city limits.  Within a few miles lies neighboring cities with big box stores, but Heyburn has kept its quiet residential charm.  As a growing community in the Mini-Cassia area, there is an elementary school within the city limits and two community hospitals within 15 minutes. Heyburn is close to several recreation type activities including motocross, golf, ATV riding, hiking, fishing, hunting, boating, horse events, camping and many more. With two state highways running through town, many enjoy being able to travel to Boise or Salt Lake for the “big city” experience but return home to Heyburn and Minidoka County.

 Heyburn is a growing police department that is under new leadership focused on innovation and developing a working partnership with our community, which we strive to continually improve.  The Heyburn Police Department is currently allotted 8 commissioned police officers who provide 24-hour coverage to our community.

REQUIREMENTS

 * At least 21 years of age

* Minimum of a High School diploma or GED

* Must be able to complete POST physical agility requirements

* Must have a clean background and pass extensive background check

* Pass employment based polygraph, drug testing and psychological exam

* Preferred possess a minimum of a POST Basic Certification.

 

OVERVIEW OF POLICE OFFICER WAGES & BENEFITS OFFERED BY THE CITY

 

WAGES

New wage scale effective October 1, 2023

Entry level pay $22.55 an hour

Lateral pay starts at $23.15 an hour

Overtime is available.

 

PAID RECOGNIZED HOLIDAYS

Twelve official holidays are provided for full-time regular employees.  Full-time regular employees receive compensation for that day even though they do not work. Officers who work the holiday are paid double pay for the holiday.

 * Day after Thanksgiving is taken as a holiday in lieu of Columbus Day.

 

VACATION TIME                 

Earned leave starts January 1 each year and employees have until December 31 to use their vacation time.

 Vacation leave accrues at the following rate:
First Year 6 Days – (48 Hours at the rate of 4 hours per month).
1 Year to 2 Years 6 Days – (48 Hours)
3 Years to 5 Years 11 Days – (88 Hours)
6 Years to 10 Years 16 Days – (128 Hours)
11 Years to 20 Years 21 Days – (168 Hours)

 

PAID SICK TIME

Sick leave benefits are provided to regular full-time employees at the rate 4 hours) per month (accumulated). Sick leave is a benefit to provide relief to the employee when an illness or injury prevents the employee from working productively or safely, or when an immediate family member’s (spouse, child, parent) illness presents no practical alternative for necessary care. A maximum of 480 hours can be accrued.

 

PAID PERSONALTIME

Employees are provided 3 personal days each calendar year in addition to sick leave and vacation leave.  Personal time is not accumulated and must be used annually. 

 

PAID & ONGOING TRAINING OPPORTUNITIES

Training is mission critical to our agency.  We not only value training but strive to meet the goals of each officer for professional development. We look for opportunities to host training locally and also actively send officers to offsite training locations in and out of Idaho.

 

RETIREMENT

The City participates in the retirement program of the Public Employees Retirement System of Idaho (PERSI) and with Social Security (FICA).  PERSI requires the City to withhold a percentage of an employee’s gross salary for pension purposes, and to contribute an additional larger amount on behalf of the employee.  PERSI members are fully vested after 5 years of employment and receive a lifetime monthly payment upon retirement, which can be passed to the employee's designated beneficiary. 

PUBLIC STUDENT LOAN FORGIVENESS

As a full-time, public sector employee your student loans may qualify for the public student loan forgiveness program. If you are employed full-time for the City of Heyburn (or any qualifying public employer) for 10 years, and make qualifying payments during that time, the Federal government may "forgive" the remaining balance of your student loans.

Officers are issued a take home car (30-mile radius to Heyburn)

4 new cars as of fall 2022, leasing program has started on fleet (2 more in 2024)

Department Pistol with Weapons Light (Optics program being implemented in 2023)

Department Rifle with weapons light and optic (moving to SBRs with suppressors summer 2023)

Uniforms – shirts, pants, jackets, hats, gloves

Axon Body 3 Camera with Sidearm Signal (implemented Fall 2022)

Taser 7 (implemented Fall 2022)

Duty gear including external carrier, all necessary pouches

Handcuffs, baton, radio, flashlights, city cell phone, forms holders, clipboards, all necessary forms

IFAKs for each officer, NARCAN for officers, water rescue ropes, and other medical supplies

Fingerprint and DNA kits, crime scene supplies necessary

Road flares, traffic cones, and necessary vehicle equipment

Department issued cell phone with charging cables

Future programs include in car computers, e-cite, ballistic helmets, rifle plates

 

FRINGE BENEFITS

While officers are encouraged to live in the city of Heyburn, we respect our employees’ decision to reside outside of the city.

Officers are allowed facial hair if it's groomed and trimmed where it does not present a safety issue.

Tattoos are permitted if they are not distasteful, menacing, or threatening to the community.

Officers are permitted to wear ballcaps, which are issued by the agency.

HEYBURN'S HIRING PROCESS

After submitting an application, the testing process will be as follows:​

  • Physical Agility Test:

Set by the state of Idaho, preparation for the test can be found here: Idaho Physical Readiness Test

  • Written Test:

This is a test that measures an applicant’s basic reading, writing, math and problem solving skills. The test takes approximately three hours to complete. A photo ID may be required when checking in for the written test.

  • Oral Board Interview:

Applicants will get to meet with members of the police department in an interview setting.  This is the chance for the applicant to talk about their personal experiences and for the panel to see how the applicant responds to various questions and scenarios. Note: best practice is to dress to impress!

  • Background Investigation:

After the interview, applicants will meet with a background investigator and go over a personal history statement.  The background investigator will evaluate the applicant's character via interviews and an investigation to make sure the applicant is in compliance with ethical standards set by the City of Heyburn and IDAPA. The applicant's prior personal conduct, driving record, credit history, any previous drug use, and any criminal convictions are reviewed and considered. Those standards can be found here:  https://adminrules.idaho.gov/rules/current/11/111101.pdf

  • Polygraph:

In conjunction with the background investigation applicants will attend a polygraph examination.  The polygraph will evaluate the applicant's honesty.  We acknowledge everyone is human and may have done things in their past, which are not proud moments.  However, it's the ability to be honest and not have repeated errors in judgment that are accounted for.

  • Conditional Stage:

If an applicant has passed the above stages, they are given a conditional offer of employment which will then have a psychological evaluation, medical evaluation, and pre-employment drug testing.
