Council Present: Dick Galbraith, Dusty Galliher, and Joanne Justesen.

 

Employees Present:

Greg Richins, Michael Tribe, and Ashlee Langley.             

 

Visitors Present:

Chad Anderson.

 

Meeting conducted by Mayor Cleo Gallegos who welcomed everyone to the meeting.  

 

Discuss Rate Increases

Those present discussed various budget related topics including an increase in electrical rates.

Mayor: Mayor Cleo Gallegos.

 

Council Present: Dick Galbraith, Dusty Galliher, and Joanne Justesen. Chad Anderson joined the council after being appointed and sworn in.

 

Employees Present:

Dan Bristol, Ralph Martini, Eric Christensen, Greg Richins, Michael Tribe, and Ashlee Langley.

Mayor Gallegos asked City Resident Glen Loveland to lead those present in the Pledge of Allegiance.

 

Discuss/Approve Minutes of the January 11, 2017 Special & Regular Council Meeting

Motion by Dick Galbraith to approve the minutes of January 11, 2017 Special & Regular Council Meeting as presented.  Second by Joanne Justesen.  Roll-Call Vote:   Dick Galbraith – Aye; Dusty Galliher - Aye; Joanne Justesen – Aye.

 

Discuss/Approve Paying the Bills

Motion by Joanne Justesen to approve the bills as presented.  Second by Dick Galbraith. Roll-Call Vote:   Dick Galbraith – Aye; Dusty Galliher - Aye; Joanne Justesen – Aye.

 

Discuss/Appoint/Swear in New Council Member

Mayor Cleo Gallegos stated that she would like to appoint Chad Anderson for the New Council Member. Mayor Gallegos asked the council to support her decision.

 

Roll-Call Vote: Dick Galbraith – Aye; Dusty Galliher - Aye; Joanne Justesen – Aye.

 

City Clerk Ashlee Langley did the swearing in of Chad Anderson as the New Council Member.

 

 

 

Discuss/Approve Municipal Advisory Agreement

Christian Anderson, Vice President for Zions Public Finance, Inc. in Boise, ID presented the

Municipal Advisory Agreement options to those present.

 

Motion by Dusty Galliher to approve the Municipal Advisory Agreement with the open ended option.  Second by Joanne Justesen.  Roll-Call Vote:   Chad Anderson – Aye; Dick Galbraith – Aye; Dusty Galliher – Aye; Joanne Justesen – Aye.

 

Discuss/Approve 2008 Water Bond Refunding Terms – Christian Anderson

Christian Anderson, Vice President for Zions Public Finance, Inc. in Boise, ID presented options to those present regarding terms of the 2008 Water Bond Refunding.

 

City Council directed Christian Anderson to work with City Superintendent Greg Richins in structuring the refunding bond around future plans for the water system with the timeline of five years.

 

Discuss/Approve/Adopt Ordinance No. 17-586 Sale of the City’s Water Bond to IBBA

MSBT Law Attorney Stephanie J. Bonney presented the Municipal Advisory Agreement to those present.

 

Motion by Dick Galbraith to approve Ordinance No. 17-586 and have City Attorney Michael Tribe read the ordinance by title only. Second by Dick Galbraith. Roll-Call Vote:   Chad Anderson – Aye; Dick Galbraith – Aye; Dusty Galliher – Aye; Joanne Justesen – Aye.

 

City Attorney Michael Tribe read Ordinance No. 17-586 by title only.

 

Motion by Dusty Galliher to adopt Ordinance No. 17-586 with suspension of the rule requiring three readings and adopt one reading authorizing the Mayor’s signature. Second by Dick Galbraith. Roll-Call Vote:   Chad Anderson – Aye; Dick Galbraith – Aye; Dusty Galliher – Aye; Joanne Justesen – Aye.

 

Discuss/Approve 21st Street Change Order #16 – Misc. Final Details

Robert Ramsey from Civil Science presented 21st Street Change Order #16 to those present. This change order is to finish the final details of the project.

 

Motion by Joanne Justesen to approve 21st Street Change Order #16 as presented.  Second by Dick Galbraith. Roll-Call Vote:   Chad Anderson – Aye; Dick Galbraith – Aye; Dusty Galliher – Aye; Joanne Justesen – Aye.

 

Discuss Sanitation Service – Total Waste Management

City Resident Amy Despain thanked the City Council and Total Waste Management for coming to terms regarding the details in which service is to be provided to the City Residents.

 

Total Waste Management owner Lyle Santos stated that he will do what it takes to make the residents of the City of Heyburn happy.

 

Discuss/Approve Amending Surplus List

Mayor Cleo Gallegos stated that she would like to remove the 1989 Ford F150 Pickup with Shell from the surplus list. Mayor Gallegos stated that if we kept this unit we would use it for summer help.

 

Motion by Joanne Justesen to direct Superintendent Greg Richins to put together the cost associated with getting the gaskets fixed on the 1989 Ford F150 Pickup.  Second by Dick Galbraith. Roll-Call Vote:   Chad Anderson – Aye; Dick Galbraith – Aye; Dusty Galliher – Aye; Joanne Justesen – Aye.

 

Discuss/Approve/Appoint an Official Board Member for the Animal Control Facilities Meetings

Mayor Gallegos asked City Council to appoint Councilwoman Joanne Justesen to be the Official Board Member for the Animal Control Facilities Meetings. Mayor Gallegos asked council to approve her decision.

 

Motion by Dusty Galliher to appoint Councilwoman Joanne Justesen to be the Official Board Member for the Animal Control Facilities Meetings.  Second by Dick Galbraith. Roll-Call Vote:   Chad Anderson – Aye; Dick Galbraith – Aye; Dusty Galliher – Aye; Joanne Justesen – Abstain.

 

Review of Monthly Department Head Reports

The January 2017 Monthly Department Head Reports were reviewed by those present.

Executive Session Executive Session

Pursuant to Idaho Code 74-206(b) To consider the evaluation, dismissal or disciplining of, or to hear complaints or charges brought against, a public officer, employee, staff member or individual agent, or public school student.

Executive Session Minutes

The Executive Session was conducted by Mayor Cleo Gallegos. The topic was a matter of personnel.  No decisions were made.  The Executive Session began at 8:11 pm and concluded at 8:45 pm.  

 

 

The City Council meeting did not return to open session and ended at 8:45 pm.
